Town Council – Special Meeting
SUMMARY OF ACTIONS
June 25, 2020 - DRAFT
1. CALL TO ORDER
The special meeting of the Danville Town Council was called to order by Mayor
Stepper at 10:00 a.m. The meeting was conducted by teleconference only.
1.1 Roll Call
Acting City Clerk Joan Snashall conducted the roll call for attendance:
Present: Karen Stepper, Mayor
Lisa Blackwell, Vice Mayor
Newell Arnerich, Councilmember
Renee Morgan, Councilmember
Robert Storer, Councilmember
All Councilmembers were present.
1.2 Announcements
Acting City Clerk Joan Snashall provided information regarding the format
of the meeting and instructions for public comment.
2. ADMINISTRATIVE STAFF REPORTS
2.1Consider adoption of Resolution No. 50-2020, authorizing street closures
for temporary outdoor restaurant seating and exemption from Danville
Ordinance No. 96-10 allowing for consumption of alcoholic beverages
within the public right-of-way
Economic Development Manager Jill Bergman presented the staff report.
Mayor Stepper opened the item to public comment.

Mayor Stepper closed the item to public comment.
Councilmember Arnerich recommended the following modifications to the Resolution:
1.Add closure of on-street parking spaces for Danville Brewing, 200 Railroad Ave;
Approve Options 1 and 2, authorizing closure of Hartz Avenue from Diablo Road
2.
to Prospect Avenue and Prospect Avenue to Hartz Way, with the Town’s
Transportation Division deciding if it is safe to close the northbound lane of Hartz
Avenue from Hartz Way to School Street;
3.Designate Vets Hall drop off zones on Prospect Avenue as ADA parking during
temporary street closures;
4.The Town shall provide signage at each entrance to the Hartz Avenue street
closure providing information regarding County and State requirements for social
distancing, facemasks, etc.;
Restaurants utilizing the street closure to develop processes to help reduce

congestion of customers so as to ensure social distancing; and
Include conditions of approval in use permits, making clear restaurant owners are
6.
responsible for clean up of trash and debris in the streets.
MOTION BY COUNCILMEMBER ARNERICH, SECOND BY COUNCILMEMBER
STORER, TO ADOPT RESOLUTION NO. 50-2020, AUTHORIZING STREET CLOSURES
FOR TEMPORARY OUTDOOR RESTAURANT SEATING AND EXEMPTION
FROM DANVILLE ORDINANCE NO. 96-10 ALLOWING FOR CONSUMPTION OF
ALCOHOLIC BEVERAGES WITHIN THE PUBLIC RIGHT-OF-WAY, INCLUDING
RECOMMENDED MODIFICATIONS
MOTION CARRIED 5-0
