Hi Jill,
As I watch the Covid numbers in California going up this week I'm wondering howthe street closures
won't be encouraging people to just "Hang out" which is how they're saying the virus is spreading so
quickly. I'm sure you've driven down Hartz at dinner time. I'm seeing people in front of Pete's Brass
Rail shoulder to shoulder not wearing masks. My concern is with the rate the virus is spreading: w€
may be sheltering in place again. I think we would all agree that another shut down would be a
disaster for most of the businesses who are at this point still hanging on....mostþ due to the PPP's and
SBA loans. It's questionable if we'll see government relief a second time.
I realize that for the businesses who aren't a destination, the street closure may be more attractive to
them as a new customer may find them. My customers come specifically to Danville to come to my
shop. On the days of the street closures, my customers can't park in my lot. It is beyond frustrating to
have my lot full and none of my customers can park there. I've had customers tell me that they've
tried to come to my shop when Hartz is closed but turn around to avoid the hassle.
I also have the Natural Pet Tooth Fairy in my lot r-z Saturdays a month. This brings another 20 cars
to my lot throughout the day.
I realize that this is all newterritory and I appreciate the town being proactive in trying to bring more
people to town but with the numbers of the rapid spread this week, I'm concerned. The past two
weekends since the stores have been open, it's been verybusy dor¡rntown. I'm up for June aboutz596

from June last year and keep in mind, we had the street fair last June. Customers who want to come
to shop are coming. I think a street closure would be inviting people to come and just hang out which
is not something that should be encouraged during this pandemic.

I am objecting to the closure of Hartz Ave between Prospect and School Street to accommodate
restaurant seating. While I fully support our restaurants, I believe we are talking about closing this
section of Hartz Ave for Incontro, Mangia Mi and The Vine. Incontro has a large parking lot that can
be utilized for dining, Mangia Mi currently has tables on the street and The Vine has outdoor seating.
The section on Hartz Ave between Prospect and School Street has the most retail and service
providers than any other block in our downtornm:

Cigars,The Whim House, Trek, Dioro Jewelers, All State Insurance, Heads by Design, Frontier Barber
Shop, Forward Motion, Brides on Hartz, Christe James Jewelers and Bliss.
Closing this portion of Hartz would prohibit customers to park on the street which would discourage
customers to come to our businesses on the weekends. As an essential business I was able to stay
open during the shelter in place but still experienceda 4o% decrease in sales. My neighbor Judy
Harris at Danville Hairlines has an elderþ clientele. Many of her customers use a walker and most
cannot park in one of the public lots and walk get to her salon.
I've or¡rmed and operated Molly's Pup-Pun-ee for 24 years. Before Covid our biggest challenges were
all the Online businesses taking all the market share. Nowthat all our retail has been able to reopen,
customers are excited to get back into our boutiques. This is our opportunity to remind and show the
consumer the positive experience they can have when they actually go into a store vs. clicking on a
photo on a site.
I've had so many customers coming in and being excited again about coming into an actual store and
also, they're excited to support our small businesses.
The attraction of our quaint downtown besides the restaurants and boutiques is how easy it is to drive
in, park and shop and dine.
We hear the frustration experienced from customers when there is a street closure, especially on
Saturdays when we also have the Farmer's market. Local customers would avoid the area as they do
for the street fairs and car shows.
While I do fully support being able to provide seating for patio dining for our restaurants, I don't
think it needs to be at the expense of all the businesses listed above, especiaþ when the g restaurants
do have outdoor seating options in place.

Thank you for this consideration. Although we have a parking lot and have set up seating under a large tent there,
guests don't care to sit there. lt feels removed from the action on the patio and Hartz Avenue. That is the joy of dining
downtown. We appreciate the consideration to allow us to have seating on the street. Closure of Hartz Avenue on
weekends seems like a great idea and would bring the "Santana Row" feel to downtown Danville.

We applaud and support the city's proposal to temporarily closeHartz Ave. between Railroad
and Diablo as an effective way to jump start local businesses and restaurants. As business
owners, we believe we must collectively work together for the betterment of local businesses
and restaurants and this is a great start.
V/e fully believe that restaurants will be the primary beneficiaries from the temporary closure
and we believe there will be many benefits for the surrounding retail merchants as well.
Benefits:
. Additional exposure from increased walk by / foot traffic vs. cars driving by and having
minimal visual presence.
. Past events (e.g., festivals, car shows , parade and tree lighting) that create increased foot
traffic have been a greaf way to acquire new customers and have added to the overall
growth and health of our business.
. Spill over - we anticipate an increase in evening business as people are waiting for their
tables or after they have eaten.
o Increasing our evening hours to accommodate the extra people (cunently operating under
reduced temporary hours).
. Sense of community - it will be nice to see your neighbors and friends again

My name is Michelle Massa & I am the owner of VIDA Wellness Boutique on Prospect Ave
I am writing to provide my feedback on Resolution No. 50-2020. From what I have read Prospect will remain open for
through traffic. That is fine. lf that is not the case then I would ask that the Loading Area in front of the Veterans Building
be marked as a blue zone for disabled parking. lf there is limited street parking, our disabled clients would have great
difficulty accessing our place of business. We have clients that have severe ambulatory disabilities and the disabled
spaces in the parking lot are too far.
ln addition, what I don't understand is why this is being voted on when restaurants will be allowed to be open for indoor
dining as of July I,2O2O. Why would this stand "untilthe end of August?" ls the town planning something different from
the county? See link for my reference point.

I am Very concerned that many people are walking the streets and or sitting at restaurants or waiting to be seated
without protective covering or social distancing. lt looks like "life ís normal" on Friday nights ln Danville.
What can be done to encourage residents or visitors to use face coverings and practice social distancing in Danville?

Mayor Stepper, Town Council, Town Manager, and Town Staff -
The outdoor dining permits have been agreat success and right on the heels of retailers re-opening
for in-store shopping have brought an exciting spirit to Danville- thank you Town Staff and
Economic Development for providing the study and solution!
With the current consideration today of closing Hartz Avenue from Friday - Sunday through the
end of August 2020,I would like to provide these comments with two focused considerations:
safety and business community support.
The parklets are great additions to Danville, but there are concerns of safety with cars driving
through downtown next to diners without barricades strong enough to stop a moving vehicle.
Closing Hartz during the peak dining periods would eliminate thehazañ of any possible vehicle
caused tragedy and is a step that should be proactively taken. California Vehicle Code Section
21101(e) as provided in item 2.1 outlines the street can be fully closed oo...when the closing is
necessary for the safety and protection of persons who are to use that portion of the street during
the temporary closure". Closing Hartz is necessary for the safety and protection of customers and
workers. Additionally, as COVID-l9 remains an important safety concern, closing Hartz would
enable more space for individuals to social distance which is currently challenging on busy
weekends downtown.
Finally, closing Hartz Friday - Sunday would support our businesses. Businesses cuffently not
able to expand into parklets would be able to do so. Individuals would be encouraged to explore
the many shops and restaurants while downtown by creating a safe and exciting atmosphere that
would make it easy to go from one side of the street to the other. From working street closures at
the Hot Summer Sundays Car Show, a re-occurring challenge is deliveries and once approved it
would be great for coordination to occur with the businesses to understand and work through
planned delivery schedules.
For the consideration, I would encourage the Council to support Option II, but would be interested
in understanding why Option II does not extend the full street closure to the corner of W. Linda
Mesa in front of Pete's Brass Rail as typically done during the Danville Tree Lighting. Unless
there are safety and business concerns of extending the closure to the corner of W. Linda Mesa, I
would encourage a revised Option II with the extension.
