SUBJECT: Resolution No. 34-2020, transferring $150,000 in FY 2019/20 Contingency
Funds to the Emergency Preparedness program to implement safety
protocols and acquire the necessary supplies and equipment in response to
the COVID-19 global pandemic
BACKGROUND
The COVID-19 pandemic began in late 2019 in Wuhan, China. In its early stages, the virus
spread throughout Asia, Europe and finally to the United States in January 2020. On
January 30, 2020, the World Health Organization (WHO) declared a global health
emergency and subsequently declared the COVID-19 outbreak a pandemic on March 11,
2020. Following the pandemic declaration by WHO, the federal government and most state
and some local governments declared a state of emergency. On March 17, 2020, the Town
of Danville adopted Resolution 21-2020, declaring a local state of emergency.
On April 3, 2020, seven Bay Area counties – including Contra Costa County – collaborated
on a regional response to the COVID-19 pandemic by issuing a joint order for all residents
in the region to “shelter in place” (SIP) in their own homes. The SIP order exempted
“essential services,” which included government services.
Following the SIP order, the Danville Town Manager deemed Town staff essential workers.
As such, the Town implemented comprehensive remote work procedures as well as
activated a virtual Emergency Operations Center (EOC). Staff were directed to minimize or
eliminate visits to Town facilities. Where possible and safe, operational changes and virtual
public hearings were implemented to enable limited Town business to continue.
DISCUSSION
The lessening of SIP restrictions in May 2020 allowed the Town to phase back its work force
with a plan and safety protocols that adhere to the health order, safety of staff and safety of
the public. This plan included signage, sanitation products, personal protection equipment
(PPE), health questionnaires, work rotation schedules to ensure social distancing, tight space
protocols, physical facility alterations and other safety measures.

As the pandemic was an entirely unforeseen event, so too were the expenditures for the
response to it. To date, the Town has expended approximately $88,000 in response to the
COVID-19 pandemic; ensuring that essential employees can provide remote services to the
public during the SIP order and subsequently to implement safety protocols necessary for
employee and public safety in all Town facilities. The expenditures include building
modifications to enhance safety, acquisition of cleaning products and personal protection
equipment (PPE), and technology to enable remote work.
It is anticipated that an additional $60,000 will be necessary to ensure the safe continuity of
services for the duration of a ‘new normal’ until community-wide immunity to COVID-19
has been achieved. Consequently, it is estimated that a (rounded up) total of $150,000 is
necessary to fund existing and future anticipated expenditures necessary for sanitation,
remote work, and safety supplies and equipment.

FISCAL IMPACT
Sufficient FY 2019/20 Contingency Funds are available to be appropriated for COVID-19
emergency response.
RECOMMENDATION
Adopt Resolution No. 34-2020, transferring $150,000 in FY 2019/20 Contingency Funds to
the Emergency Preparedness program to implement safety protocols and acquire the
necessary supplies and equipment in response to the COVID-19 global pandemic.

RESOLUTION NO. 34-2020
TRANSFERRING $150,000 IN FY 2019/20 CONTINGENCY FUNDS
TO THE EMERGENCY PREPAREDNESS PROGRAM TO IMPLEMENT SAFETY
PROTOCOLS AND ACQUIRE THE NECESSARY SUPPLIES AND EQUIPMENT IN
RESPONSE TO THE COVID-19 GLOBAL PANDEMIC
WHEREAS, the World Health Organization (WHO) declared a global health emergency
on January 30, 2020, and subsequently declared the COVID-19 outbreak a pandemic on
March 11, 2020; and
WHEREAS, the federal government and most state and some local governments declared
a state of emergency following the pandemic declaration by the WHO; and
WHEREAS, the Town of Danville adopted Resolution 21-2020, declaring a local state of
emergency on March 17, 2020; and
WHEREAS, seven Bay Area counties – including Contra Costa County – collaborated on
a regional response to the COVID-19 pandemic by issuing a joint order for all residents
in the region to “shelter in place” (SIP) in their own homes on April 3, 2020; and
WHEREAS, the Joint SIP order of April 3, 2020 exempted “essential services,” which
included government services; and
WHEREAS, the Town of Danville deemed Town staff essential workers and
implemented comprehensive remote work procedures as well as activated a virtual
Emergency Operations Center (EOC); and
WHEREAS, remote work, operation of a virtual EOC, and the current partial return of
in-office operations with safety protocols require the acquisition of technology
equipment, Personal Protection Equipment (PPE), and physical facility safety
modifications enhancements; and
WHEREAS, the Town has expended approximately $88,000 and anticipates the need to
expend another $60,000, in response to the COVID-19 pandemic, for a (rounded up) total
of $150,000; now, therefore, be it
RESOLVED, that the Town Council authorize the transfer of $150,000 in FY 2019/20
Contingency Funds to the Emergency Preparedness program.
