SUMMARY OF ACTIONS
May 5, 2020
1. CALL TO ORDER
The special meeting of the Danville Town Council was called to order by Vice
Mayor Blackwell at 5:00 p.m. The meeting was conducted by teleconference only.
1.1 Roll Call
City Clerk Marie Sunseri conducted the roll call for attendance:
Present: Lisa Blackwell, Vice Mayor
Newell Arnerich, Councilmember
Renee Morgan, Councilmember
Robert Storer, Councilmember
Excused: Karen Stepper, Mayor
1.2 Announcements
City Clerk Marie Sunseri provided information regarding the format of the
meeting and instructions for public comment.
City Attorney Rob Ewing explained the Executive Order by Governor Newsom
that resulted in the meeting being held by teleconference only.
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance to the flag was led by Vice Mayor Blackwell.
3. CHANGES TO THE ORDER OF THE AGENDA
There were no changes to the order of the agenda.

4. FOR THE GOOD OF THE TOWN
City Clerk Marie Sunseri read into the record the public comments that were
received via email prior to 4:00 p.m.
Keva Dodd, owner of Whim House, discussed the opportunity to relaunch the
business community and encouraged the Town Council to market and reopen
the community.
Turner F. Stanton, Founder, Co -Chair, Recover Danville, discussed efforts to
recover Danville's businesses and the community.
Ken Harmon, mortgage broker, questioned if the Town will be communicating
the recent announcement of new guidelines from the Governor.
Marcia Harmon, Cottage Jewel, expressed optimism regarding the reopening of
the business community and the Farmer's Market.
5. PRESENTATIONS AND PROCLAMATIONS
5.1 Proclamation supporting National Travel and Tourism Week
Vice Mayor Blackwell presented the proclamation.
6. CONSENT CALENDAR
6.1 Consider approval of the Summary of Actions from the regular Town
Council meeting of April 21, 2020
6.2 Consider approval of the Register of Demands
6.3 Consider adoption of Resolution No. 27-2020, authorizing the purchase of
traffic signal equipment for bicycle facilities improvements on Diablo Road,
from Green Valley Road to Hartz Avenue, as part of Town -wide Bicycle
Facility Improvements, C-621
6.4 Consider adoption of Resolution No. 28-2020, awarding a construction
contract for the Synthetic Turf Replacement Project at Diablo Vista Park,
CIP No. B-493

7. TOWN MANAGER'S REPORT
7.1 Town Manager's report by Joe Calabrigo
Town Manager Joe Calabrigo provided an update on the status of Town
services, given the COVID-19 pandemic.
8. ADMINISTRATIVE STAFF REPORTS (Public comment invited)
8.1 Fiscal Year 2020/ 21 Library Services (J. Calabrigo)
Town Manager Joe Calabrigo presented the staff report and provided
options for the number of hours the Library will remain open and the
funding necessary to achieve the hours.
Melinda Cervantes, Contra Costa County Librarian, discussed the level of
service that may be provided at the Danville branch, considering the
restrictions that are in place and how they may change in the future.
The following public comment was received in advance of the meeting:
Anne Struthers expressed support for maintaining 56 public hours at the
Danville library.
Elaine Penning, Board President, Friends of the Danville Library, expressed
support for keeping the Danville Library open 56 hours per week.
Beverley Wadsworth, Friends of the Danville Library Endowment
Committee, encouraged the Town Council to continue to fund the current
number of supplemental hours minus Sunday hours at the Danville
Library.

Susanna Schlendorf and Caroline Schlendorf, Danville Library Foundation,
encouraged the Town to continue to fund an additional 21 hours to
maintain current open hours (minus Sundays) at the Danville Library.
Councilmember Arnerich expressed support for continuing to Town fund
56 hours per week at the Danville Library.
Vice Mayor Blackwell, and Councilmembers Morgan and Storer, expressed
support for the Town funding 35 hours per week at the Danville Library,
considering that the Town has not reviewed and adopted the Town budget
for 2020/21.
Mr. Calabrigo stated that he will prepare the 2020/21 budget for Town
Council review at study sessions beginning May 26, 2020 and include
funding for the Danville Library at 35 hours per week.
9. TOWN COUNCIL REPORTS
9.1 Town Council updates
The Mayor and Town Council provided updates and encouraging words
to the Danville community.
10. ADJOURNMENT
The special meeting of the Danville Town Council was adjourned at 6:48 p.m.
