fTh haw lelIELVIMPI Town Council Report Presented May 19, 2020 MAINTENANCE SERVICES MAINTENANCE SERVICES OUR MISSION Maintenance Services ensures that Town -owned facilities—buildings, parks, roadsides, streets and street lights —are maintained in a manner that enhances the quality of life for Danville residents. The Town's Maintenance Services Department consists of four divisions: Buildings, Streets, Parks and Roadsides. These divisions work together to ensure that Danville continues to be a great place to live and visit. The Buildings Division maintains approximately 105,000 square feet of buildings, including the Town Offices, Town Service Center, Veterans Memorial Building, Village Theatre, Town Meeting Hall, Town Library, Community Center, Sycamore Day Care, Magee House, Swain House, Cottage at Hap Magee Ranch Park, and the Teen Centers at Los Cerros, Charlotte Wood and Diablo Vista schools. These buildings are maintained by three full-time staff members, who also respond to and complete several hundred service requests each year. Over 250 acres of parks, roadsides and medians throughout the Town are maintained by the Parks and Roadsides divisions. Staff continues to manage a central irrigation system that is helping combat rising water costs and changing weather conditions while maintaining landscaping in the condition our residents have grown to love. Additionally, the Parks Division maintains 30 sports fields, four water features, seven playgrounds and a large and small dog park, helping to provide great recreational experiences for our residents and their pets. The Streets Division continues to do a phenomenal job of keeping our roadways safe. Street and curb markings are repainted as needed, traffic and street name signs are monitored daily, being repaired or replaced when necessary, potholes are filled, sidewalks are repaired and all efforts are made to keep Danville's streets as safe as possible. In addition to these duties, Maintenance Services maintains Town creeks and drainage systems while complying with permit requirements from the Department of Fish and Wildlife. While striving to exceed service level expectations in the areas described above, the Maintenance Services Department also facilitates special events, responds to traffic accidents, removes graffiti, completes extensive safety and specialization trainings, manages 20 Capital Improvement Projects, assists with the Town's Clean Water Program, coordinates volunteer projects with various organizations and works directly with all sports user groups in Town. 2 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS Maintenance staff has completed over 206 hours of training and certification courses this fiscal year. The Maintenance Services Department maintains 60 acres of arterial roadside and median landscaping. A variety of volunteer projects are coordinated each year, including park fence painting, refinishing benches and rose bush pruning. 3 MAINTENANCE SERVICES MAINTENANCE SERVICES DEPARTMENT HIGHLIGHTS Special events are a major part of the Danville community and the Maintenance Services Department helps facilitate them by posting signs, assisting with road closures, delivering equipment and cleaning up after the events. 30 sports fields are maintained by the Town, facilitating extensive use by sports groups and recreational users. The Town maintains and repairs 145 lineal miles of streets and roadways and 6.1 miles of roadside ditches. 4 MAINTENANCE SERVICES CAPITAL IMPROVEMENT PROJECTS Hap Magee Ranch Park Playground Equipment Replacement: The playground was replaced with all new equipment, including many great play features we don't have anywhere else. A new poured in place safety surface was also installed in place of the fibar. Diablo Vista Park Synthetic Turf Replacement: The turf field is being replaced after showing unusual signs of wear and tear. The project is being expedited to complete as much as possible while the fields are closed due to the pandemic, minimizing the impact on sports groups. Canine Corral Renovation: The Canine Corral dog park at Hap Magee Ranch Park was renovated during the annual winter moratorium, with new sod being planted in the large dog park and the small dog park being seeded and fertilized. MOM 5 MAINTENANCE SERVICES PARKS • Sanitized all park benches on a minimum weekly basis for the safety of our residents during the pandemic • Repaired the electronic baseball scoreboard at Diablo Vista Park • Completed the annual pruning of the roses at Osage Station Park, with approximately 1,500 bushes being pruned • Completed repairs to the Sycamore Valley Park pond fountain • Renovated all Town -maintained baseball fields and had them open prior to the end of the winter moratorium • Repaired the electrical conduit for the bocce ball court lighting at Sycamore Valley Park to prevent water from penetrating and damaging the lights By the Numbers (2019/20) • Performed over 45 irrigation system inspections and on pace to complete over 230 repairs • Removed 6,170 bags of garbage from park sites • Pruned nearly 630 trees and shrubs • Completed 541 hardscape repairs • Provided more than 140,000 dog waste bags • Removed one instance of graffiti • Treated park sites 12 times each for weeds and rodents • Maintain 30 sports fields 6 MAINTENANCE SERVICES ROADSIDES • Completed the bid process for new landscape maintenance contracts in LLAD Zones A and B, which go into effect July 1, 2020 • Renovated the plant material at the corner of Sycamore Valley Road and Morninghome Road • Installed all new plant material in the medians along Tassajara Ranch Drive • Removed aging pine trees along the pathway to Tuscany Way and will be replacing with trees more appropriate for the area • Removed failing trees along the Service Center parking lot and will be planting new trees soon • Rodent control in all of Roadside B on a regular basis By the Numbers (2019/20) • Performed nearly 137 irrigation system inspections and on pace for over 900 repairs • Removed over 2,800 bags of garbage from roadsides • Pruned over 517 trees and shrubs • Completed 86 hardscape repairs • Provided more than 45,000 dog waste bags • Removed four instances of graffiti • Fertilized and aerated all roadside turf areas twice 7 MAINTENANCE SERVICES BUILDINGS By the Numbers (2019/20) • Maintain approximately 105,000 square feet of facilities • On pace for 485 service requests this year • Maintain 16 facilities and bathroom buildings at five parks • 32 total safety inspections of buildings and facilities • Nearly 100 fire extinguishers inspected monthly • 16 building roofs cleared of leaves and debris • Replaced two HVAC units at the Community Center and one at the Service Center • Completed installation of water bottle filler drinking fountains at the Community Center and Veterans Memorial Building • Cleaned the exterior of the Veterans Memorial Building • Refinished the wood floors at the Veterans Memorial Building • Cleaned the carpets at the Town Offices, Service Center, Library and all three Teen Center buildings • Repaired back up generator at the Town Offices 8 MAINTENANCE SERVICES STREETS & STREET LIGHTING By the Numbers (2019/20) • Sanitized all crosswalk push buttons on a minimum weekly basis for the safety of our residents during the pandemic • Completed repairs of brick banding in the Downtown sidewalks • Repainted pavement markings and parking stall striping at the Clocktower, Library/Community Center, Front Street and Service Center parking lots • Manually dug out a drainage ditch along the Iron Horse Trail near Verona Avenue to allow better drainage during storms and prevent flooding • Responded to heavy rain events to prevent flooding • Performed 37 sidewalk inspections and completed 194 repairs • Inspected 545 drain inlets and cleaned as needed • Responded to 29 instances of illegal dumping • 20 Town -maintained, 109 PG&E -maintained and eight County -maintained street lights were repaired • Filled 122 potholes • Responded to 229 Danville Connect requests from residents • Installed or replaced 309 traffic signs 9 MAINTENANCE SERVICES MISCELLANEOUS Danville Connect GI El CI New Issue Lash Town Issues COunCI © O FAO Town Danville Websda Today .n is Small Medd s'I1'I • The Maintenance Department is on pace to receive approximately 1,040 requests through Danville Connect this fiscal year. Resident feedback continues to be very positive, with a 90% satisfaction rating. • Continued monitoring and fine tuning the new irrigation equipment that utilizes site-specific moisture sensing technology to optimally water plant material while reducing consumption. • Assisting with the upcoming Hearts Around Hartz project by building bases to stabilize and secure the heart art pieces. • Completed our annual renewal through the California Environmental Reporting System (pertains to fuel tanks and hazardous materials). • Completed and passed the annual Gmax testing of the synthetic turf sports field at Sycamore Valley Park. • Infrastructure damaged by vehicular accidents was repaired, replaced or removed in a timely manner, including pathway lights at Hap Magee Ranch Park and Oak Hill Park. • Maintenance continues to administer the Work Alternative Program, which has involved 3,816 participant hours this fiscal year. This program helps keep Danville's parks and roadsides free of litter and debris. 10 MAINTENANCE SERVICES LOOKING AHEAD • Every effort will continue to be made to respond and adapt to the "new normal" associated with the COVID-19 virus to keep our residents safe, healthy and happy. • Additional landscape renovation projects are planned for the EI Capitan Drive medians and roadsides and EI Cerro Boulevard corners near La Gonda Way.
