ADMINISTRATIVE STAFF REPORT 6.3 TO: Mayor and Town Council May 5, 2020 SUBJECT: Resolution No. 27-2020, authorizing the purchase of traffic signal equipment for bicycle facilities improvements on Diablo Road, from Green Valley Road to Hartz Avenue, as part of Town-wide Bicycle Facility Improvements, C-621 BACKGROUND The 2019/20 Capital Improvement Program (CIP) includes Town-wide Bicycle Improvements, C-621 (Attachment B) that support the implementation, enhancement and maintenance of bicycle infrastructure. In winter 2020, final plans were completed for enhancement of existing, on-street bicycle signage and pavement marking treatments along the Diablo Road corridor between the intersections of Green Valley Road and Hartz Avenue. Installation of the bicycle facility improvements will be incorporated into the 2019/20 Pavement Slurry Seal project, scheduled to be completed in summer 2020. When completed, the project will provide contiguous Class II and Class III bicycle facilities along the Diablo Road corridor between Green Valley Road and Hartz Avenue. DISCUSSION The Diablo Road bicycle facility improvements include installation of high-visibility (green-colored) bicycle pavement markings within, and on the approaches to, the Diablo Road/Green Valley Road intersection. The primary purpose of the high-visibility bicycle markings at the intersection is to enhance bicycle safety and provide improved access and guidance to the existing Diablo Road Trail, located on the northeast side of the intersection. In addition to the high-visibility pavement markings, it is required that other minor modifications be made to the northeast corner of the intersection in order to accommodate improved access to the trail. This work will include modifications to the pedestrian curb ramp and curb landing, and modifications to traffic signal equipment consisting of relocation of one (1) pedestrian push button and installation of two (2) electronic dynamic message traffic signs (Attachment C) to replace the existing static “No Right Turn on Red” restriction signs posted for school hours when children are present. The signs will be installed on the existing signal poles on the northeast and southwest corners of the intersection. Authorizing the purchase of Traffic 2 May 5, 2020 Signal Equipment for Town-wide Bicycle Improvements, CIP C-621 Town staff solicited and received pricing from Traffic and Parking Control Co., Inc. (“TAPCO”) for two (2) electronic dynamic message traffic signs for the Diablo Road and Green Valley Road intersection (Attachment D). TAPCO is a reputable manufacturer and supplier of traffic control devices and safety systems throughout the United States. Direct purchasing from the supplier is permitted through the U.S. Communities Government Purchasing Alliance (the “Purchasing Alliance”). TAPCO is under contract with, and the Town is a participating public agency of, the Purchasing Alliance. The Town previously purchased equipment from TAPCO for the recently completed Town-wide Rectangular Rapid Flashing Beacon (“RRFB”) Upgrades project. Installation of the electronic dynamic message traffic signs will be performed by Contra Costa County Signal Maintenance, the Town’s traffic signal maintenance contractor. The installation will be completed in summer 2020 in conjunction with the Diablo Road bicycle improvements. This project has been found to be Categorically Exempt from the California Environmental Quality Act (CEQA) according to Guidelines Section 15301 (Class 1). PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. A standard Town Capital Improvement sign will be placed at the project site. FISCAL IMPACT The cost for the purchase and shipping of two (2) dynamic traffic message signs is $8,568.18. Sufficient funds have been appropriated in the Capital Improvement Program to cover these costs.
