CALL TO ORDER The special meeting of the Danville Town Council was called to order by Mayor Stepper at 5:00 p.m. The meeting was conducted by Teleconference only. 1.1 Roll Call City Clerk Marie Sunseri conducted the roll call for attendance: Present: Karen Stepper, Mayor Lisa Blackwell, Vice Mayor Newell Arnerich, Councilmember Renee Morgan, Councilmember Robert Storer, Councilmember City Clerk Marie Sunseri provided information regarding the format of the meeting and guidelines for public comment. City Attorney Rob Ewing explained the Executive Order by Governor Newsom that resulted in the meeting being held by teleconference only. 2. PLEDGE OF ALLEGIANCE TO THE FLAG The pledge of allegiance to the flag was led by Mayor Karen Stepper. 3. CHANGES TO THE ORDER OF THE AGENDA There were no changes to the order of the agenda. FOR THE GOOD OF THE TOWN Rodney Winkler submitted written comments concerning violations of COVID19 Shelter in Place Orders by gardeners and contractors, read into the record by City Clerk Sunseri. 5. CONSENT CALENDAR City Clerk Marie Sunseri stated that public comment was received for item 5.6 and that item will be removed from the Consent Calendar. 5.1Consider approval of the Summary of Actions from the regular Town Council meeting of March 17, 2020 5.2Consider approval of the Register of Demands 5.3Consider adoption of Resolution No. 20-2020, authorizing the Town Manager to execute contracts with design firms to develop Permit-Ready Granny Unit Program building plans 5.4Consider adoption of Resolution No. 22-2020, authorizing appropriation of funds for Electric Vehicle Charging Station Maintenance and Subscription Services Agreement costs for Fiscal Year 2019/20 5.5Consider adoption of Resolution No. 23-2020, authorizing the Contra Costa County Flood Control and Water Conservation District to adopt the Fiscal Year 2020/21 fee for the Town of Danville Stormwater Utility Area 5.6Consider adoption of Resolution No. 24-2020, accepting the Contra Costa County Clerk’s Certificate of the result of the canvass of the returns for the Special Election consolidated with the Statewide Primary Election on March 3, 2020 REMOVED FOR PUBLIC COMMENT MOTION BY COUNCILMEMBER STORER, SECOND BY COUNCILMEMBER MORGAN, TO APPROVE THE CONSENT CALENDAR ITEMS 5.1 THROUGH 5.6 MOTION CARRIED 5-0 2 DANVILLE TOWN COUNCIL AGENDA APRIL 7, 2020 ITEM 5.6 Consider adoption of Resolution No. 24-2020, accepting the Contra Costa County Clerk’s Certificate of the result of the canvass of the returns for the Special Election consolidated with the Statewide Primary Election on March 3, 2020 REMOVED FOR PUBLIC COMMENT City Clerk Marie Sunseri opened the item to public comment. Mark Graham submitted written comments on the success of Measure Y, read into the record by City Clerk Sunseri. City Clerk Sunseri closed the item to public comment. MOTION BY COUNCILMEMBER STORER, SECOND BY COUNCILMEMBER MORGAN, TO ADOPT RESOLUTION NO. 24-2020, ACCEPTING THE CONTRA COSTA COUNTY CLERK’S CERTIFICATE OF THE RESULT OF THE CANVASS OF THE RETURNS FOR THE SPECIAL ELECTION CONSOLIDATED WITH THE STATEWIDE PRIMARY ELECTION ON MARCH 3, 2020 MOTION CARRIED 5-0 6. TOWN MANAGER’S REPORT 6.1 Town Manager’s report by Joe Calabrigo Town Manager Joe Calabrigo provided an update on the status of Town services, given the COVID19 pandemic. 7. TOWN COUNCIL REPORTS 7.1Town Council updates The Mayor and Town Council provided encouraging words and conveyed a message of hope to the Danville community. 3 DANVILLE TOWN COUNCIL AGENDA APRIL 7, 2020 8.
