HomeMy WebLinkAbout040720-05.3 ADMINISTRATIVE STAFF REPORT 5.3 TO: Mayor and Town Council April 7, 2020 SUBJECT: Resolution No. 20-2020, authorizing the Town Manager to execute contracts with design firms to develop Permit-Ready Granny Unit Program building plans BACKGROUND Due to the housing shortage in California, the State Legislature has passed significant housing related laws in the past three years. In 2019 alone, the legislature passed over 20 bills intended to fast-track housing production, including accessory dwelling units (ADUs). State law now expands areas and conditions under which ADUs can be built (Government Code 65852.2). In an effort to promote ADUs while maintaining the design and construction quality consistent with community expectations, the Town is developing a Permit-Ready Granny Unit Program that offers pre-approved ADU building plans free-of-charge. The program would offer three plan sizes (Studio, 1-Bedroom/1-Bath, and 2-Bedroom/1.5 Bath) and is anticipated to be available in August 2020. DISCUSSION In January 2020, the Town released a Request for Proposal and Qualifications from qualified firms to design building plans for the program. By its closing date, the Town received four design proposals which were reviewed by staff and the Danville Design Review Board on February 27, 2020. Based on this review, all four firms were qualified to be interviewed. Based on a combined assessment of the proposals and interviews, it is recommended that the Town award design contracts to up to three (3) firms for the three different ADU plan sizes described above. The three firms selected could include Francis Garcia of Oakland, CA, William Wood Architects of Danville, CA and Barry & Wynn of Danville, CA. The total contract amount for the three firms would be an amount not to exceed $55,000. An additional 20% design contingency will be reserved for a total design budget of $66,000. These contract costs are eligible for funding reimbursement from the State Department of Housing and Community Development (State HCD) through its SB 2 Planning Grants Program. Williams Assistant Town Manager Attachment: Resolution No. 20-2020 RESOLUTION NO. 20-2020 AUTHORIZING THE TOWN MANAGER TO EXECUTE CONTRACTS WITH DESIGN FIRMS TO DEVELOP PERMIT-READY GRANNY UNIT PROGRAM BUILDING PLANS WHEREAS, the State of California, Department of Housing and Community Development (State HCD) is authorized to provide up to $123 million under the SB 2 Planning Grants Program from the Building Homes and Jobs Trust Fund for assistance to Counties (as described in Health and Safety Code section 50470 et seq. (Chapter 364, Statutes of 2017 (SB 2)) related to the PGP Program; and WHEREAS, the Town of Danville submitted a project application for the PGP program to develop a Permit-Ready Granny Unit Program (the Program) that encourages the construction of Accessory Dwelling Units (ADUs) by offering property owners a selection of pre-approved ready-to-construct ADU building plans that meet the State unit size qualifications; and WHEREAS, the expenses associated with development of the Program’s ADU building plans are eligible for funding reimbursement; and WHEREAS, the Town released a Request for Proposal and Qualifications from qualified firms to design ADU building plans for the Program; and WHEREAS, the Town received and evaluated four design proposals and the project design teams; now, therefore be it RESOLVED, that the Danville Town Council authorize the Town Manager to execute contracts with up to three firms including Francis Garcia of Oakland, CA, William Wood Architects of Danville, CA and Barry & Wynn of Danville, CA to develop ADU building plans for the Program with a total contract amount not to exceed $55,000 and that the Town Manager be authorized to establish and utilize a 20% design contingency in the amount of $66,000 for additional work that may be subsequently approved by contract amendment.
