HomeMy WebLinkAbout040720-05.4 ADMINISTRATIVE STAFF REPORT 5.4 TO: Mayor and Town Council April 7, 2020 SUBJECT: Resolution No. 22-2020, authorizing appropriation of funds for Electric Vehicle Charging Station Maintenance and Subscription Services Agreement costs for Fiscal Year 2019/20 BACKGROUND In 2015, the Town began installation of Electric Vehicle (EV) charging stations throughout the downtown. To date, there have been a total of five (5) EV charging stations installed, and are located at the Railroad Avenue Municipal Parking Lot (1), Clock Tower Municipal Parking Lot (1), Library/Community Center Parking Lot (1) and the Village Theatre Parking Lot (2). The Town currently has an agreement with ChargePoint, Inc. for the maintenance (parts and labor) and Cloud-based software subscription services for the management and oversight of equipment operations (Attachment B). At its regular meeting of February 18, 2020, the Town Council took action to adjust EV charging station rates as a cost-recovery measure in order to offset future-year maintenance and service agreement costs. DISCUSSION For the FY 2019/20, the cost of the EV charging station maintenance and service subscription agreement with ChargePoint is $8,500. As this cost was not included in the adopted FY 2019/20 Operating Budget, it is required that the Town Council authorize an appropriation of funds to cover the costs. Revenues generated from EV charging to date are available to cover the FY 2019/20 costs. In future fiscal years, EV charging station maintenance and subscription services agreement costs will be included in the annual Operating Budget, beginning in Fiscal Year 2020/21. Williams Assistant Town Manager Attachments: A – Resolution No. 22-2020 B – ChargePoint Maintenance and Subscription Services Agreement RESOLUTION NO. 22-2020 AUTHORIZING APPROPRIATION OF FUNDS FOR ELECTRIC VEHICLE CHARGING STATION MAINTENANCE AND SUBSCRIPTION SERVICES AGREEMENT COSTS FOR FISCAL YEAR 2019/20 WHEREAS, the Town provides electrical vehicle charging stations for public use at four (4) municipal parking lot locations in the downtown area; and WHEREAS, the Town previously entered into a maintenance and subscription services agreement with ChargePoint, Inc. of Campbell, CA for the maintenance and operations of its electrical vehicle charging stations; and WHEREAS, the cost of the maintenance and subscription services agreement for fiscal year 2019/20 is $8,500; and WHEREAS, an appropriation of funding is required to fulfill the maintenance and subscription services agreement cost; and WHEREAS, sufficient funds are available in the Town’s funds; now, therefore, be it RESOLVED, that the Danville Town Council hereby authorizes the appropriation of Town funds in the amount of $8,500 for the purpose of fulfilling Electric Vehicle Charging Station maintenance and subscription services agreement costs for Fiscal Year 2019/20.
