MARCH 4, 2020
1. CALL TO ORDER
The regular meeting of the Danville Town Council was called to order by Mayor
Stepper at 7:30 p.m., in the Town Meeting Hall, 201 Front Street, Danville, CA.
Present: Karen Stepper, Mayor
Lisa Blackwell, Vice Mayor
Newell Arnerich, Councilmember
Renee Morgan, Councilmember
Robert Storer, Councilmember
2. PLEDGE OF ALLEGIANCE TO THE FLAG
The pledge of allegiance to the flag was led by Daisy Scout Troop 34984, Montair
Elementary School, Rachelle Garcia, leader.
3. CHANGES TO THE ORDER OF THE AGENDA
Town Manager Joe Calabrigo suggested that item 9.1 be moved forward on the
agenda to follow the consent calendar.

4. FOR THE GOOD OF THE TOWN
Valerie Williams, Danville, requested that the pride flag be raised in Danville in
recognition of Pride Month in June and ask the Town Council to consider adopting
a flag policy.

5. PRESENTATIONS AND PROCLAMATIONS
5.1 Presentation of a proclamation to Brianna Taylor, Chair, Contra Costa
Leadership Council, proclaiming March as Red Cross Month
Mayor Stepper presented the proclamation.
5.2 Recognition of participants in the Town of Danville Government 101
Citizens Academy
Mayor Stepper presented certificates to Academy graduates.
6. CONSENT CALENDAR
6.1 Consider approval of the Summary of Actions from the regular Town
Council meeting of February 18, 2020
6.2 Consider approval of the Register of Demands
6.3 Consider adoption of Resolution No. 13-2020, awarding a professional
services agreement for the Town -wide Storm Drainage Master Plan, CIP
No. A-330

9. ADMINISTRATIVE STAFF REPORTS
9.1 Consider adoption of Resolution No. 16-2020, accepting the Updated
Multi -Sport Skate Park Site Analysis and selecting a preferred location
MOVED TO FOLLOW ITEM 6.3
Director of Recreation, Arts and Community Services Henry
Perezalonso presented the staff report and reviewed the site analysis
and design concepts for three parks: Sycamore Valley, Osage Station
and Diablo Vista parks.

Town Manager Joe Calabrigo discussed the options presented and
stated that this item has been discussed by the Town Council at several
public meetings.
Aaron Spohn, Spohn Ranch Skateparks, discussed the process and cost
estimates. He stated that Diablo Vista Park design concept B is the most
optimal location with less impact on the community.
Mr. Spohn and staff responded to questions from the Town Council.
Mayor Stepper opened the item to public comment.
Adolfo Perez, Danville, stated that his house is proximate to Diablo
Vista Park, expressed concern regarding noise and smoke from the
participants at the basketball courts at the park, and expressed
opposition to locating the facility at Diablo Vista Park.
Joey Vella, San Ramon, expressed support for the selection of Diablo
Vista Park.
Henry (no last name given), Danville student, expressed support for the
selection of Sycamore Valley Park.
Heather Plumb, Danville, expressed support for the selection of
Sycamore Valley Park.
Lianne Wiest, Danville, questioned the selection of the proposed
location within Sycamore Valley Park and suggested that the skatepark
be moved to the back side of the park.
Mayor Stepper closed the item to public comment.
Vice Mayor Blackwell, Councilmember Arnerich and Councilmember
Storer expressed support for Diablo Vista Park Concept B.
Councilmember Morgan stated that she is undecided as to a preferred
location and expressed support for Sycamore Valley Park, followed by
Diablo Vista Park.
Mayor Stepper expressed support for both Sycamore Valley Park and
Diablo Vista Park.

report by Director Henry Perezalonso
Director Perezalonso provided the report.

10. TOWN COUNCIL REPORTS
10.1 Town Council updates
Councilmember Storer stated that the Eugene O'Neill Foundation
recognized the Town of Danville with an award for support and
partnership with the Foundation mission as well as the Friendship City.
Mayor Stepper invited the community to the State of the Town meeting
at the Village Theatre on March 26, 2020.
