DESIGN REVIEW BOARD STAFF REPORT 5.1
TO: Design Review Board Members March 12, 2020
SUBJECT: Final Building Permit review for a previously approved Development Plan
application (DEV19-0011) allowing a 2,506 square foot second-story
addition, a façade remodel, and the creation of a public plaza area for the
Clock Tower Building located at 301 Hartz Avenue
PROJECT DESCRIPTION
This development was previously reviewed by the Design Review Board on September
12 and 26, 2019. The project was approved by the Planning Commission on November
26, 2019. The projects condition of approval requires final review and approval by the
Design Review Board prior to issuance of building permits.
EVALUATION
• The brick color was approved to be pinker in color as depicted on the project
renderings, rather than red bricks as shown on the color board. The DRB should
verify the final brick selection.
• Verify seat wall brick selection. Should it match the building?
• Review paver selection.
• Review Corten roof material for the clock tower.
• Review bike rack design, color and locations. Staff recommends the dark green
color.
• Review exterior lighting fixtures and placement.
• Final plans should eliminate the proposed walkway extension into the Clocktower
parking lot as the Town has determined it’s not necessary and doesn’t warrant the
creation of 16 compact parking stalls to accommodate it.
• Recommend replacement of the proposed shrubs Lor Chi (Ruby Fringe Flowers)
with ornamental tree Cer Jap (Katbury Tree). This will frame the courtyard area.
Clocktower Building Permit 2 March 12, 2020
• Add a street tree (Pyrus –Autumn) with decorative bricks to the left side of the
building front elevation, just north of the underground vault in the sidewalk.
RECOMMENDATION
Approve Final Building Permit review for a previously approved Development Plan
application (DEV19-0011) allowing a 2,506 square foot second-story addition, a façade
remodel, and the creation of a public plaza area for the Clock Tower Building located at
301 Hartz Avenue.
