HomeMy WebLinkAbout030420-06.3 ADMINISTRATIVE STAFF REPORT 6.3 TO: Mayor and Town Council March 4, 2020 SUBJECT: Resolution No. 13-2020, awarding a professional services agreement for the Town-wide Storm Drainage Master Plan, CIP No. A-330 BACKGROUND The Town’s Capital Improvement Program (CIP) includes a project to perform a complete inventory and condition assessment of the stormwater conveyance system (pipes and inlets) throughout the Town. The general scope of work is to provide the Town with a complete Town-wide Storm Drainage Master Plan, which will be used by Town staff to determine, prioritize, and estimate the capital improvement needs of the Town’s storm drain collection system. The storm water structure condition assessment will involve field inspections of approximately 4,751 storm drain drainage inlets, 684 manholes, network pipes, crossroad culverts, reinforced concrete boxes (RCB), and any other associated stormwater drainage structure. The Storm Drainage Master Plan will help the Town to develop and prioritize a multi-year capital plan for drainage network maintenance and replacement. DISCUSSION In December 2019, a Request for Proposal (RFP) for the project was posted to the Town’s website. In response, three (3) proposals were received from local consulting firms. The Town carefully reviewed and ranked the three submitted proposals. Wood Rodgers of Oakland, CA received the highest ranking and was found to be the most qualified consultant for the project. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT The amount for the design contract is $250,947. An additional 15% design contingency in the amount of $38,000 will be reserved for a total design budget of $288,947. Sufficient funds to cover the design contract and contingency are contained in the Town-wide Storm Drain System Management, CIP No. A-330 (Attachment B). A-330 WHEREAS, the Danville Town Council previously appropriated funding for the Town- wide Storm Drain System Management, CIP No. A-330, in the adopted 2019/20 Capital Improvement Program; and WHEREAS, the Town circulated a Request for Proposal (RFP) to select the most qualified and experienced consultant firm to provide storm drainage master plan services for the project; and WHEREAS, the Town issued the RFP on December 9, 2019 and received three (3) proposals by January 31, 2020, that were evaluated and scored; and WHEREAS, Wood Rodgers of Oakland, CA was determined to be the most qualified consultant; and, WHEREAS, sufficient funds have been appropriated in the Capital Improvement Program for CIP No. A-330, the Town-wide Storm Drain System Management; now, therefore, be it RESOLVED, by the Danville Town Council that the Town Manager be and hereby is authorized to execute on behalf of the Town, the Professional Services Agreement with Wood Rodgers of Oakland, CA with a not-to-exceed budget of $250,947, and that the Town Manager be authorized to establish and utilize a 15% design contingency in the amount of $38,000 for additional work that may be subsequently approved by contract amendment. PROJECT APPROPRIATION AND FUNDING This project provides for ongoing capital replacement and maintenance of the Town-wide drainage system. Ongoing and as-needed work includes: Cleaning and desilting ditches and pipes as needed. Repair broken pipes, catch basins, and concrete lined ditches. Repair broken curbs, gutters, and valley gutters. Install and maintain trash removal devices in the Downtown area. 2019/20 Repair of failed outfall pipe into San Ramon Creek at North Hartz Avenue/Danville Boulevard. Perform a condition assessment and develop a Storm Drainage Master Plan to identify, prioritize and estimate the capital improvement costs of future projects. ($150,000) Future Projects: Repair existing ditch (Lomitas Ditch) in rear yards north of old Camino Tassajara west of Lomitas Road.
