TO: Design Review Board Members February 13, 2020
SUBJECT: Building Permit review for a previously approved Development Plan
pertaining to a new two story 2,604 square foot commercial building located
at 342 Railroad Avenue
PROJECT DESCRIPTION/BACKGROUND
The previous approval of Development Plan request DEV18-0016 allowed the renovation
of an existing 988 square foot historic building (the Fazio/Fisher House) and the
construction of a new 2,604 square foot two-story building at the rear of the site located
at 342 Railroad Avenue. Conditions of approval require final design review and approval
prior to issuance of building permits. The property owner is Todd Fitch and the project
architect is Barry & Wynn Architects.
EVALUATION
The building elevations and detail are consistent with the previously approved plans.
The re-model will be a major improvement for the shopping center. However, the
following Condition of Approval has not been complied with:
The development shall include a trash enclosure that, at a minimum, include steel framed
gates with wood bolted to the gates. Gates for the enclosure shall be self-closing and self-
latching. Prior to issuance of a building permit, the applicant shall provide documentation
from Republic Services that all trash/recycling areas are appropriately sized for the
building’s use and appropriately located. The trash and recycling area(s) shall be bermed
so as not to allow storm water run-off and run-on from adjacent areas. The area drains for
the trash and recycling area(s) shall be connected to the sanitary sewer, not the storm
drain system.
RECOMMENDATION
Approve the Building Permit review pertaining to a new two story 2,604 square foot
building located at 342 Railroad Avenue, subject to compliance with the condition above.
