ADMINISTRATIVE STAFF REPORT 9.1
TO: Mayor and Town Council February 4, 2020
SUBJECT: Resolution No. 7-2020, authorizing Street Closures or Parking
Restrictions for Calendar Year 2020 Community Events;
Resolution No. 8-2020, authorizing Exemption from Danville Ordinance
No. 96-10 for Danville Summerfest on June 13 and 14, 2020 and Danville
Fallfest on October 17 and 18, 2020;
Resolution No. 9-2020, authorizing Exemption from Danville Ordinance
No. 96-10 for Danville d'Elegance on September 20, 2020
BACKGROUND
With the support of downtown businesses, the Town permits temporary street closures
for select large-scale community events staged in downtown Danville. These events
build community spirit, increase exposure for businesses, enhance quality of life, attract
visitors and promote the economic health of Danville. Preparatory to each event,
organizers are expected to plan and integrate activities throughout the established
closure limits that enable Danville businesses to raise their profile in the community.
The California Vehicle Code Section 21101(e) provides that a town may by resolution
temporarily close all or a portion of any street in it s jurisdiction, for “celebrations,
parades, local special events, and other purposes when the closing is necessary for the
safety and protection of persons who are to use that portion of the street during the
temporary closure.” Danville Ordinance No. 96-10 also requires event organizers to
obtain Town Council resolution to allow public consumption of alcohol within the event
street closure limits.
DISCUSSION
The Town’s goal is to ensure event organizers plan successful community events that will
serve diverse audiences with minimal impact on Town resources and minimal disruption
to surrounding areas. To ensure this goal is met, the following factors are carefully
considered prior to recommending Town Council approval of community events with
street closures:
• Impact on residents or businesses within the event closure limits, on adjacent
streets or in the immediate vicinity;

• Safe, adequate access and operation of emergency vehicles to or within the
event closure limits and the surrounding areas;
• Impact on vehicular traffic circulation and availability of alternate routes for
traffic detours;
• Opportunities afforded to neighboring businesses to participate and create
strategies to promote their business, connect with other local businesses,
residents and visitors, and strengthen economic vitality;
• Impact on predefined Town resources, including police staffing, maintenance
staffing and administrative functions; and,
• Event organizers’ conformance with established event criteria outlined in
specific community event agreements and adherence to all applicable Town
policies, municipal, county and federal laws and regulations concerning the sale
and service of alcohol.
For calendar year 2020, thirteen (13) event organizers are requesting approval to utilize
Town public property to stage operations for seventeen (17) events. Fifteen (15) events
require street closures or parking restrictions, which are the same as those approved by
Town Council in 2019. No formal street closures are being requested for the remaining
two events—Memorial Day Ceremony and Danville Heart Walk. However, because the
event organizers have requested the use of Town resources or use of a public facility, the
events have been included in this report (at pages 5 & 6) to inform Council that they are
being added as a co-sponsored Community Event.
Based on evaluation of the events, staff recommends that Council approve Calendar Year
2020 Community Events, listed in Exhibit 1 to Resolution 7-2020, requiring street closures
or parking restrictions. Upon receiving Town Council approval, the Town’s community
outreach efforts will include posting community event dates, times and closure
information on the Town’s website, social media channels and press releases.
Additionally, staff recommends that Council allow public consumption of alcohol, in
accordance with the provisions of Ordinance No. 96-10, within the authorized street
closure limits of the events identified in Resolution Nos. 8-2020 and 9-2020.
Danville Devil Mountain Run (10k, 5k and “The Mile of Truth”) – May 3
This event is entering its 42nd year. It attracts thousands of participants and their family
and friends to the Downtown and includes an expo area featuring local businesses and
sponsors in the Railroad Avenue Municipal Parking Lot. Race participants and their
families are encouraged to explore downtown businesses and restaurants after the event.
Each year the event organizer, Katalyst Events, LLC, donates a portion of the proceeds to
a select Danville-based organization.

Danville Summerfest – June 13 & 14
This annual street festival draws families from all over the Tri-Valley and beyond. It
promotes exposure to Danville’s local retail and restaurant businesses while featuring
arts and crafts booths, a children’s area, local service vendors, a classic car exhibit, and
live entertainment. The event organizer is the Danville Area Chamber of Commerce (the
Chamber).
In accordance with Ordinance No. 96-10, the Chamber is requesting permission from the
Town Council to permit public consumption of alcohol within the event street closure
limits. This daytime family event has no history of alcohol-related incidents. The
Chamber has proven to be a responsible event sponsor that strictly regulates the
consumption of alcohol during the event and allows only responsible trained staff to
serve alcohol.
Music in the Park – July 11 and August 8
This summer concert music series has garnered such popularity that two of the five
concerts will be featured at the Danville Town Green (last calendar year only one concert
was featured). This event provides concertgoers with a pleasant outdoor family-friendly
event and exposure to a large variety of local restaurants and shops prior to and after the
event. The event organizer is the Town’s Recreation, Arts and Community Services
Department.
July 4th Parade – July 4
In its 61st year, this time-honored patriotic hometown parade has become an institution
that celebrates Danville’s heritage and America’s birthday, brings the community
together like no other event and attracts 40,000 plus locals and visitors. Funds raised
from the event provide local grants to individuals and organizations throughout the San
Ramon Valley. The event organizer is the Kiwanis Club of the San Ramon Valley.
Hot Summer Sunday Car Shows - July 19 and August 16
This community event features a display of classic custom vehicles and hot rods from all
eras strategically parked throughout the heart of historic downtown Danville, as well as
live music performances at various sites along Hartz and Prospect Avenues. Attendee
spending during the event stimulates Danville’s economy. The event organizer is the
Danville Merchants Association.
Relics on Railroad – Danville Antique & Art Faire – September 7
This antique faire has steadily grown to be a favorite family-friendly outdoor event,
attracting upwards of 2,000 attendees. It features live music, a wide variety of vendors,
staged at the north end of the Railroad Avenue Municipal Parking Lot. This partial
closure, which mirrors that of the Danville Farmer’s Market, is required for two days to
allow for setup and breakdown and to ensure the safety of event participants and the
public. The event organizer is the Museum of the San Ramon Valley.

Danville d’Elegance – September 20
This distinguished event displays an array of exotic, vintage and sports performance
vehicles throughout historic downtown Danville. Thousands of car enthusiasts, along
with friends and family, come for the cars but stay to refuel with explorations of
downtown businesses for fine food, beverages and shopping. Considerable funds are
raised to benefit the Parkinson’s Institute and the Michael J. Fox Foundation in support
of Parkinson’s research and patient care. The event organizer is the Danville d'Elegance
Foundation (Foundation).
In accordance with Ordinance No. 96-10, the Foundation is requesting permission from
the Town Council to permit public consumption of alcohol within the event street closure
limits. This daytime family event has no history of alcohol-related incidents. The
Foundation has proven to be a responsible event sponsor that strictly regulates the
consumption of alcohol during the event and allows only responsible trained staff to
serve alcohol.
Ridge Hike for Prevention – September 27
In its third year, this event, which is organized by Breast Cancer Prevention Partners,
provides for two hike options, a 10.5 mile hike up the Las Trampas Ridge or a 6 mile walk
on the Iron Horse Trail. Both hikes begin and end at the Railroad Avenue Municipal
Parking Lot, adjacent to the Museum of the San Ramon Valley. This partial parking lot
closure would extend from the north driveway to the north limits of the parking lot and
is required to ensure the safety of event participants and those attending the concluding
community expo, during which participants receive lunch and a swag bag filled with
coupons and discounts offered by over 25 local businesses. Proceeds from the event
benefit breast cancer research, prevention and awareness.
Run for Education (5k and 10k) – October 11
The Run for Education is a community run/walk event sponsored by the San Ramon
Valley Education Foundation and raises funds to support programs for the San Ramon
Valley Unified School District. Danville hosts a portion of the 10k, in which
approximately 500 participants run from Charlotte Wood Middle School to the finish line
adjacent to the San Ramon City Center. Road closure times will include temporary rolling
closures, at different points along the course, with minimal delays of up to 10 to 20
minutes for residents as runners proceed through the neighborhood to the Iron Horse
Trail between 8:00 a.m. and 9:00 a.m.
San Ramon Valley High School Homecoming Parade - October 16
This annual hometown parade honors the students of San Ramon Valley High School as
they celebrate school spirit prior to the Homecoming Game. The event time and the street
closure boundaries will remain the same as last year. However, route direction has been
reversed so that it proceeds down Danville Boulevard/Hartz Avenue first and continues
southwest onto Prospect Avenue, north onto Railroad Avenue and ending on Love Lane.

This adjustment will free up Danville Boulevard and Hartz Avenue more quickly and
should eliminate cross traffic between Railroad Avenue and Love Lane as the parade
concludes.
Danville Fallfest – October 17 & 18
This local annual street fair and festival attracts families from all over the Bay Area. It
promotes exposure to Danville’s local retail and restaurant businesses and features arts
and crafts booths, a children’s area, local service vendors, a classic car exhibit, and live
entertainment throughout the event closure limits. The event organizer is the Danville
Area Chamber of Commerce.

Veterans Day Weekend Open House – November 6, 7 & 8
This community celebration, which recognizes San Ramon Valley veterans and their
significance to the community’s past, has been renamed since it now concludes on the
Sunday before Veterans Day holiday. The event includes an outside display of military
vehicles, exhibits, veteran service medals in the loading zone and on-street parking
spaces directly adjacent to the Danville Veterans Memorial Building on Hartz and E.
Prospect Avenue. The event organizer is the Veterans Memorial Building Library
Historical Collection Committee.
Lighting of the Old Oak Tree – November 27
This time-honored annual tradition kicks off the holiday season in Danville on Diablo
Road around the Town’s landmark oak tree. The event concludes in the downtown and
is designed to encourage shopping in the area after the tree lighting. Parts of Diablo
Road, Front Street and Hartz Avenue will be closed to vehicular traffic to ensure public
safety. The event organizer is the Danville Area Chamber of Commerce.
The two Community Events described below have requested co-sponsorship to use
public facilities, supplies, or staff resources only and no physical road closures have been
requested.
Memorial Day Ceremony – May 25
The Vietnam Veterans of Diablo Valley host an annual celebration at Oak Hill Park on
Memorial Day to honor and remember our fallen veterans. The event uses the public park
for a remembrance ceremony, which includes live music, guest speakers and tributes to
past and present service members by paying respect at the All Wars Memorial. The event

organizer is requesting Town co-sponsorship for the use of Oak Hill Park facilities and
Town support for resources to assist with several logistics. The Town assists with setting
up chairs, podium, and manages park utilities to minimize disruption during event (e.g.
sprinkler timing, fountain off, landscaping, etc.).
Danville Heart Walk - October 3
This community event, which is new to Danville, aims to raise community awareness of
heart disease and stroke. The event organizer, the American Heart Association-Greater
Bay Area, is seeking approval to stage the event on private property, the Livery Shopping
Center (“Livery”), from which the 2-mile walk kicks off. The event will begin with a
Welcome Ceremony and, upon leaving the Livery, participants will travel along the
public sidewalk of Danville Boulevard to reach the scenic Iron Horse Trail and will then
connect to Danville Boulevard/Hartz Avenue via W. Linda Mesa to return to the Livery.
There will be staggered start times to reduce congestion on public sidewalks. There are
no additional Town resources requested beyond providing barricades to the event
organizer for closure of the Livery.
PUBLIC CONTACT
Posting of the meeting agenda for the Town Council meeting on February 4, 2020, serves
as notice to the general public.
FISCAL IMPACT
Event organizers are legally and financially responsible for the overall organization,
management and implementation of an event and its related activities. Town costs
associated with these events are budgeted in the FY 2019/20 and 2020/21 Community
Events program budget.
RECOMMENDATION
Adopt Resolution 7-2020 authorizing Community Events Street Closures or Parking
Restrictions for Calendar Year 2020; Resolution No. 8-2020, authorizing Exemption from
Danville Ordinance No. 96-10 for Danville Summerfest on June 13 and 14, 2020 and for
Danville Fallfest on October 17 and 18, 2020; and Resolution No. 9-2020, authorizing
Exemption from Danville Ordinance No. 96-10 for Danville d'Elegance on September 20,
2020.

RESOLUTION 7-2020
AUTHORIZING STREET CLOSURES OR PARKING RESTRICTIONS
FOR CALENDAR YEAR 2020 COMMUNITY EVENTS
WHEREAS, the Town annually hosts the occurrence of large-scale events in the
downtown to build community spirit, enhance the quality of life for residents, and
attract visitors to promote the economic health of Danville; and
WHEREAS, community events are designed to increase exposure to downtown
businesses and generate a flow of foot traffic throughout the street closure or restricted
boundaries; and
WHEREAS, community events are supported and enjoyed by the residents of Danville
and attract hundreds of visitors to the Downtown; and
WHEREAS, street closures or parking restrictions are necessary to provide event safety
for all concerned, including event organizers, vendors, local business owners and the
general public; and
WHEREAS, Danville’s Municipal Code requires Town Council approval of parades
and community events which necessitate the temporary closure of Town streets or
temporary parking restrictions; and
WHEREAS, the Town requires event organizers to adhere to Town guidelines for the
development of event plans that comply with local, state and federal codes, laws,
policies and regulations governing activities associated with the production and
management of community events, including submitting an Intent to Host Application
and an Encroachment Permit; and
WHEREAS, the Town requires event organizers to execute specific Community Events
Agreements that outline the understandings, responsibilities and conditions associated
with the Town’s authorization of street closures or temporary parking restrictions,
including the submission of an insurance policy to indemnify the Town from liability
associated with the event and a Danville Encroachment Permit; and
WHEREAS, a detailed list of Community Events for Calendar Year 2020 and
subsequent overview maps that define roads and parking lot closure limits or parking
restrictions are identified in Exhibit 1; now, therefore, be it
RESOLVED that the Danville Town Council authorizes the recommended Community
Events Street Closures for Calendar Year 2020, for which the dates, times and overview
maps have been provided in Exhibit 1, which is attached and incorporated herein by
this reference.

AUTHORIZING EXEMPTION FROM DANVILLE ORDINANCE NO. 96 -10
FOR THE DANVILLE SUMMERFEST ON JUNE 13 AND 14, 2020
AND FOR THE DANVILLE FALLFEST ON OCTOBER 17 AND 18, 2020
WHEREAS, the Danville Summerfest and Danville Fallfest are annual events sponsored
by the Danville Area Chamber of Commerce (the Chamber); and
WHEREAS, community events are supported and enjoyed by the residents of Danville
and bring hundreds of visitors to the Downtown; and
WHEREAS, the Chamber has requested an exemption from Danville Ordinance No. 96 -
10 in order to allow public consumption of alcohol within the authorized street closure
limits; and
WHEREAS, this event is a daytime family event with no history of alcohol -related
incidents; now, therefore, be it
RESOLVED that the Danville Town Council hereby authorizes that public
consumption of alcohol shall be allowed within the authorized street closure limits of
this event during the hours of 11:00 am and 4:30 pm, on June 13 and 14, 2020 for the
Danville Summerfest and during the hours of 11:00 am and 4:30 pm, on October 17 and
18, 2020 for the Danville Fallfest, in accordance with the provisions of Ordinance No.
96-10.

AUTHORIZING EXEMPTION FROM DANVILLE ORDINANCE NO. 96 -10
FOR THE DANVILLE D'ELEGANCE ON SEPTEMBER 20, 2020
WHEREAS, the Danville d'Elegance is an event sponsored by the Danville d’Elegance
Foundation (Foundation); and
WHEREAS, community events are supported and enjoyed by the residents of Danville
and bring hundreds of visitors to the Downtown; and
WHEREAS, the Foundation has requested an exemption from Danville Ordinance No.
96-10 in order to allow public consumption of alcohol within the authori zed street
closure limits; and
WHEREAS, this event is a daytime family event with no history of alcohol -related
incidents; now, therefore, be it
RESOLVED that the Danville Town Council hereby authorizes that public
consumption of alcohol shall be allowed within the authorized street closure limits of
this event during the hours of 11:00 am and 3:30 pm, September 20, 2020, in accordance
with the provisions of Ordinance No. 96-10.
