TO: Mayor and Town Council February 4, 2020
SUBJECT: Resolution No. 5-2020, authorizing a Professional Services Agreement to
develop and prepare a Town-wide Bicycle Master Plan, CIP No. C-609
BACKGROUND
The Town’s 2019/20 Capital Improvement Program (“CIP”) includes Project C-609 –
Town-wide Bicycle Master Plan (“BMP”). Currently, planning and development of
Danville’s bicycle facilities are guided by the Contra Costa Countywide Bicycle and
Pedestrian Plan and the goals and policies defined in the Town’s 2030 General Plan.
While these documents provide policy-level guidance, the development of a BMP is
intended to create a comprehensive long-range plan focused on bicycle policies and
infrastructure improvements within the Town.
DISCUSSION
On November 21, 2019, a Request for Proposal (“RFP”) for the BMP was posted to the
Town’s website. In response, two (2) proposals were received from local consulting
firms. The Town carefully reviewed and ranked the two submitted proposals. Alta
Planning + Design Inc. of Oakland, CA received the highest ranking and was found to be
the most qualified consultant for the project.
PUBLIC CONTACT
Posting of the meeting agenda serves as notice to the general public.
FISCAL IMPACT
The amount of the contract to develop and prepare a Town-wide Bicycle Master Plan is
$75,000. Sufficient funds have been appropriated in the Town’s adopted 2019/20 Capital
Improvement Program to cover the contract costs (Attachment B).
