HomeMy WebLinkAbout020420-05.3 ADMINISTRATIVE STAFF REPORT 5.3 TO: Mayor and Town Council February 4, 2020 SUBJECT: Resolution No. 5-2020, authorizing a Professional Services Agreement to develop and prepare a Town-wide Bicycle Master Plan, CIP No. C-609 BACKGROUND The Town’s 2019/20 Capital Improvement Program (“CIP”) includes Project C-609 – Town-wide Bicycle Master Plan (“BMP”). Currently, planning and development of Danville’s bicycle facilities are guided by the Contra Costa Countywide Bicycle and Pedestrian Plan and the goals and policies defined in the Town’s 2030 General Plan. While these documents provide policy-level guidance, the development of a BMP is intended to create a comprehensive long-range plan focused on bicycle policies and infrastructure improvements within the Town. DISCUSSION On November 21, 2019, a Request for Proposal (“RFP”) for the BMP was posted to the Town’s website. In response, two (2) proposals were received from local consulting firms. The Town carefully reviewed and ranked the two submitted proposals. Alta Planning + Design Inc. of Oakland, CA received the highest ranking and was found to be the most qualified consultant for the project. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. FISCAL IMPACT The amount of the contract to develop and prepare a Town-wide Bicycle Master Plan is $75,000. Sufficient funds have been appropriated in the Town’s adopted 2019/20 Capital Improvement Program to cover the contract costs (Attachment B). C-609 WHEREAS, the Danville Town Council previously appropriated funding for the Town- wide Bicycle Master Plan, CIP No. C-609, in the adopted 2019/20 Capital Improvement Program; and WHEREAS, the Town circulated a Request for Proposal (RFP) to select the most qualified and experienced consultant firm to prepare a Town-wide Bicycle Master Plan; and WHEREAS, the Town issued the RFP on November 21, 2019 and received two (2) proposals by January 6, 2020; and WHEREAS, Alta Planning + Design, Inc. of Oakland, CA was determined to be the most qualified consultant; and WHEREAS, sufficient funds have been appropriated in the Capital Improvement Program for Town-wide Bicycle Master Plan, CIP No. C-609; now, therefore, be it RESOLVED, by the Danville Town Council that the Town Manager be and hereby is authorized to execute in duplicate, on behalf of the Town, the Professional Services Agreement with Alta Planning + Design, Inc. of Oakland, CA with a not-to-exceed budget of $75,000.
