ADMINISTRATIVE STAFF REPORT 5.7 TO: Mayor and Town Council January 14, 2020 SUBJECT: Resolution No. 4-2020, authorizing the submittal of a request to the Metropolitan Transportation Commission for the Allocation of Fiscal Year 2020/21 Transportation Development Act Article 3 Pedestrian/Bicycle Project Funds BACKGROUND The Metropolitan Transportation Commission (“MTC”) is soliciting applications for Fiscal Year 2020/21 Transportation Development Act (“TDA”) Article 3 funds for pedestrian and bicycle projects. TDA is a state grant program administered by MTC that provides annual funding for pedestrian and bicycle facility improvements. Contra Costa County Public Works Department acts on MTC’s behalf to review and prioritize applications so that one consolidated county-wide application for local agency funding can be submitted for MTC’s consideration. Last year, approximately $950,000 was available for Contra Costa County jurisdictions. A similar allocation is anticipated this coming fiscal year. Only one project per jurisdiction will be considered. Final applications must be submitted to the County no later than January 30, 2020. The County’s TDA Subcommittee will then prioritize the projects, obtain Mayors’ Conference and Board of Supervisors’ approval of the prioritized list, and then submit the approved project list to MTC in June 2020. DISCUSSION The Town is requesting TDA funding to install bicycle facility enhancements along Diablo Road between the intersections of Green Valley Road and Hartz Avenue (Attachment B). The proposed bicycle enhancements include the restriping and widening of existing bicycle lanes, installation of new bicycle lane striping and shared lane markings, and installation of new high-visibility (green-colored thermoplastic) pavement markings to enhance demarcation of bicycle lanes and vehicular conflict zones. At its regularly scheduled Study Session of November 12, 2019, the Town Council discussed and provided comments on project draft plans. Final draft plans were presented to the Town Council for review and comment at the Study Session on January 14, 2020. Any additional comments and direction provided by the Town Council will be incorporated into the final plans and will be included in the Town’s final TDA grant application to MTC. Authorizing submittal of request to 2 January 14, 2020 MTC for TDA Article 3 funds for CIP C-621 The engineering estimate for the Diablo Road bicycle facility enhancements is approximately $376,000. The Town’s TDA grant application is requesting $200,000 to cover the costs of the high-visibility (green-colored thermoplastic) bicycle pavement markings. The project will be constructed as part of a pavement rehabilitation project anticipated to occur in summer 2020. PUBLIC CONTACT Posting of the meeting agenda serves as notice to the general public. The Town’s preliminary TDA application was reviewed by the Bicycle Advisory Committee (“BAC”) of Contra Costa County, on December 9, 2019. Comments received from the BAC will be addressed in the Town’s final application that will be forwarded to MTC as part of the county-wide application submittal. FISCAL IMPACT None.
