RESOLUTION NO. 7-2019
AWARDING A DESIGN CONTRACT FOR THE LA GONDA WAY BRIDGE
IMPROVEMENTS PROJECT, CIP NO. C-599
WHEREAS, the Danville Town Council previously appropriated funding for La Gonda
Way Bridge Improvements, CIP No. C-599, in the adopted 2018/19 Capital Improvement
Program; and
WHEREAS, the Town circulated a Request for Proposal (RFP) to select the most qualified
and experienced consultant firm to provide civil engineering design services for the
Project; and
WHEREAS, said project is largely funded by a federal grant administered by Caltrans;
and
WHEREAS, the Town issued the RFP on September 28, 2017 and received three (3)
proposals by November 8, 2017, that were evaluated and scored; and
WHEREAS, the evaluation process followed the procedures in Chapter 10 of the Caltrans
Local Assistance Procedures Manual; and
WHEREAS, Biggs Cardosa Associates, Inc. of Oakland was determined to be the most
qualified consultant; and,
WHEREAS, sufficient funds have been budgeted in the Capital Improvement Program
for Project C-599, the La Gonda Way Bridge Improvements Project; now, therefore, be it
RESOLVED, by the Danville Town Council that the Town Manager be and hereby is
authorized to execute in duplicate, on behalf of the Town, the Professional Services
Agreement with Biggs Cardosa Associates, Inc. with a not -to -exceed budget of $1,177,737,
and that the Town Manager be authorized to establish and utilize a 5% design
contingency in the amount of $58,900 for additional work that may be subsequently
approved by contract amendment.
