ADOPTING THE 2016 DOWNTOWN PARKING
UTILIZATION ASSESSMENT STUDY
WHEREAS, in 2009 a Downtown Parking Utilization Assessment Study was conducted
as part of the 2008 Economic Development Strategy; and
WHEREAS, proper and complete utilization of available public parking within the
Downtown is essential to recognizing the goals of the Town's adopted 2030 General
Plan; and
WHEREAS, an update to the 2009 Downtown Parking Utilization Assessment Study is
necessary to re-evaluate conditions in order to maximize the Town's existing parking
resources; and
WHEREAS, an update to the 2009 Downtown Parking Utilization Assessment Study is
an objective of the Danville 2016-2021 Comprehensive Development Plan; and
WHEREAS, the Town solicited proposals from local transportation planning firms to
conduct a parking utilization assessment study ("Study") of the Downtown; and
WHEREAS, TJKM Transportation Consultants ("consultant") of Pleasanton, California
was determined to be the most qualified consultant to conduct a parking utilization
Study of the Downtown; and
WHEREAS, the consultant conducted an extensive inventory of public and private
parking spaces, assessed public parking utilization through analysis of parking space
occupancy and duration analysis, and assessed the Town's current parking
management practices; and
WHEREAS, the consultant and Town solicited input from merchants and patrons to
measure parking patterns, demand, and use in the downtown area; and
WHEREAS, the key findings and recommendations were presented to the Town
Council as part of a draft Study at a Study Session on January 8, 2016; and
WHEREAS, on February 29, 2016, the Town and consultant provided a presentation
and solicited additional input on the draft Study from Danville Chamber of Commerce
members and other Downtown Area merchants on the findings of the draft study; and
WHEREAS, based on input received from Downtown merchants, additional parking
data was collected during March 2016 to assess parking during evening hours and on
Fridays; and
WHEREAS, the Study found that while there are continued parking "hot spot" areas
during peak periods, the current parking supply in the downtown is generally
sufficient for existing needs; and
WHEREAS, the Town Council has considered the Study recommendations and input
from the community and business organizations; now, therefore, be it
RESOLVED, that the Danville Town Council adopts the 2016 Downtown Parking
Utilization Assessment Study Final Report.
APPROVED by the Danville Town Council at its regular meeting on July 19, 2016, by
the following vote:
