HomeMy WebLinkAbout098-2015RESOLUTION NO. 98-2015 AUTHORIZING AND DIRECTING PREPARATION OF AN UPDATED FEE NEXUS STUDY RELATED TO DOWNTOWN PARKING IN LIEU FEES WHEREAS, The Town has long recognized that in order for the downtown to succeed, it is critical to ensure that adequate infrastructure, particularly public parking, is in place to support private reinvestment and redevelopment of commercial properties within the downtown; and WHEREAS, Policy 4.02 of the 2030 General Plan states that the Town should "ensure the provision of sufficient and adequately distributed parking within the Downtown area to help promote an economically viable Downtown Business District;" and WHEREAS, land uses in Danville's downtown area are controlled by the Downtown Business District (the "DBD") of the Town's zoning ordinance (Chapter 32-45 of the Danville Municipal Code); and WHEREAS, The DBD is divided into 13 different districts, each with different development and parking standards; and WHEREAS, in districts 1, 2, 2A, 3 and 11 of the DBD, owners can rely at least in part on public parking to satisfy their parking demand by paying an in lieu fee; and WHEREAS, the amount of that fee ($3,500 per space for retail uses and $7,000 per space for other uses) has not been increased in at least 20 years; and WHEREAS, the Town has determined that the actual cost to provide a new parking space in the downtown greatly exceeds the amount of the parking in lieu fee currently authorized by the DBD; and WHEREAS, it is both timely and appropriate to review and evaluate the parking in lieu fee to ensure the provision of sufficient and adequately distributed parking within the Downtown area; now therefore be it RESOLVED, that the Danville Town Council hereby authorizes and directs the Town Manager to undertake an updated fee nexus study related to downtown parking in lieu fees.
