HomeMy WebLinkAbout084-2014I Y9 711 X11= M 1 6 1 0 K t 61K :11 1K 1 AUTHORIZING THE INSTALLATION OF SPEED HUMPS ON ESTATES DRIVE WHEREAS, Goal 15 of the Town of Danville General Plan directs the Town to "Reduce the adverse effects of vehicle traffic on Danville's neighborhoods and natural environment "; and WHEREAS, Goal 15.04 of the Town of Danville General Plan directs the Town to "Improve major collectors and arterials in a way that minimizes cut - through traffic on residential streets "; and WHEREAS, Goal 15.02 of the Town of Danville General Plan directs the Town to "Implement neighborhood traffic management measures, including physical changes and traffic control devices, which increase neighborhood livability and street ambiance, discourage through traffic on residential streets, discourage speeding, and/or ensure vehicle, pedestrian, and bicycle safety "; and WHEREAS, the installation of speed humps or pavement undulations is allowed by applicable State law regulating roadway design features; and WHEREAS, the speed humps will be installed consistent with guidelines approved by the Institute of Transportation Engineers and practices of other California municipalities; and . WHEREAS, the following findings are made for Estates Drive: (1) The street is not on a primary or routine emergency response route. (2) 90% of the Estates Drive residents have approved, by petition, the installation of speed humps. (3) The street is not a Major Arterial or Major Collector as defined by the Town of Danville General Plan Mobility Element. (4) Enforcement efforts and motorist education have not been successful in achieving driving behavior consistent with General Plan goals and policies. (5) The speed humps are not expected to have adverse effects on surrounding streets and neighborhoods. (6) Installation of these speed humps is exempt from CEQA per Section 15061(a)(3) of the CEQA Guidelines. The devices will not have a significant effect on the environment. WHEREAS, adequate funds are available in Project C -305 of the 2014/15 Capital Improvement Program (CIP) to construct the speed humps; now, therefore be it RESOLVED that the Danville Town Council approves the installation of four speed humps on Estates Drive and directs staff to determine with the residents acceptable device locations immediately adjacent to the speed humps.
