HomeMy WebLinkAbout094-2013RESOLUTION NO. 94-2013 ADOPT RESOLUTION NO. 94 -2013, APPROVING A MEMORANDUM OF UNDERSTANDING WITH THE CONTRA COSTA TRANSPORTATION AUTHORITY RELATED TO SEGMENT 2 OF THE I -680 AUXILIARY LANES PROJECT, AND APPROPRIATING FUNDS FOR CONSTRUCTION OF SOUNDWALLS RELATED TO THE PROJECT WHEREAS, the I -680 Auxiliary Lanes Project (Project) is identified in the voter approved Measure C -1988 Expenditure Plan; and WHEREAS, the Project will provide an exclusive lane that connects the entrance and exit ramps, and will facilitate movements onto and off of the freeway, reduce congestion in the through mainline lanes, and therefore will improve safety; and WHEREAS, the Project will provide improvement to local traffic by allowing travelers to go from one interchange to the next without having to enter the mainline freeway, thereby reducing traffic on local streets; and WHEREAS, the Project is comprised of three segments: Diablo Road to Sycamore Valley Road (Segment 1), Sycamore Valley Road to Crow Canyon Road (Segment 2), and Crow Canyon Road and Bollinger Canyon Road (Segment 3); and WHEREAS, Contra Costa Transportation Authority (CCTA) and Caltrans are constructing Segment 2 of the I -680 Auxiliary Lanes Project, located between Sycamore Valley Road and Crow Canyon Road in Danville; and WHEREAS, the design plans did not include a 1,200 foot long segment along San Ramon Valley Boulevard, coinciding with the Quail Ridge Subdivision 9009 (formerly Elworthy Property) subdivision frontage, from the current termination point of Soundwall No. 3 to an existing soundwall located approximately 350 feet south of Jewel Terrace and the San Ramon Valley Boulevard intersection; and WHEREAS, this gap exists because the Quail Ridge Subdivision 9009 was not an approved project at the time that the environmental documents were prepared for the I -680 Auxiliary Lanes project; and WHEREAS, the estimated cost for the design, environmental clearance, and construction to close this 1,200 -foot long soundwall gap as a part of the current construction contract is $1.2 million; and WHEREAS, sufficient funds are available from the Southern Contra Costa Regional (SCC - R) fee program to cover the cost of the soundwall gap closure; and W H E R E A S, the SCC -R fees are traffic impact fees collected within the San Ramon Valley and are designated to be used for three freeway projects: I- 680 / Alcosta improvements (completed), I- 680 /Stone Valley Road improvements (removed from the Expenditure Plan), and the I -680 Auxiliary Lanes Project (under construction); and WHEREAS, Danville's portion of the SCC -R fees are designated toward the construction of the I -680 Auxiliary Lanes Project; and WHEREAS, soundwall construction is a component of the I -680 Auxiliary Lanes Project; now, therefore, be it RESOLVED, that the Danville Town Council authorize the Mayor to Execute MOU 11.06.03 with the Contra Costa Transportation Authority to construct soundwalls to close the gap; and, be it further RESOLVED, that $1,200,000 in SCC -R fees be appropriated for the design, environmental clearance, and construction of soundwalls to close the approximate 1,200 foot long gap from the current termination point of Soundwall No. 3 to an existing soundwall located approximately 350 feet south of Jewel Terrace and the San Ramon Valley Boulevard intersection.
