HomeMy WebLinkAbout049-2013RESOLUTION NO. 49-2013 APPROVING THE STREET LIGHT POLE BANNER POLICY WHEREAS, the Town of Danville maintains and manages street light pole banners on Hartz Avenue and San Ramon Valley Boulevard to help foster a sense of place; and WHEREAS, Danville values special events and activities that take place in the community; and WHEREAS, under uniform design, content, placement and scheduling guidelines, the use of street light pole banners on Hartz Avenue and San Ramon Valley Boulevard to promote special events and activities may be appropriate; and WHEREAS, the Town of Danville should not bear additional expenses for design, manufacturing or installation of special event promotional or "non- seasonal" banners; and WHEREAS, there should be a coordinated approach to allowing the promotion of Town - sponsored or co- sponsored events on banners, while preserving the character and charm of Old Town and limiting the impact on limited Town resources; now, therefore, be it RESOLVED that the Danville Town Council adopt the Street Light Pole Banner Policy, attached herein as Exhibit 1. APPROVED by the Danville Town Council at a regular meeting on May 21, 2013 by the following vote: AYES Arnerich, Doyle, Morgan, Stepper, NOES: None ABSTAINED: None ABSENT: None APPROVED AS TO FORM: ATTEST: '��e .� CITY ATTORNEY CITY CLERK May 2013 STREET LIGHT POLE BANNER POLICY POLICY STATEMENT Purpose This Street Light Pole Banner Policy is intended to set guidelines that will provide uniform and consistent guidelines for the content and design, placement, cost recovery, scheduling and management of non - seasonal banners on street light poles ( "banners ") on Hartz Avenue in Old Town Danville and along San Ramon Valley Boulevard. General Since the 1980s, the Town has utilized banners attached to streetlight poles to reinforce the special feel and character of the community. Banners are displayed on forty light poles along Hartz Avenue and south on San Ramon Valley Boulevard to Sycamore Valley Road. The seasonal banners are rotated five times per year, based on the following designs: Fourth of July, fall, holiday, the Town logo, and spring. In 2013, the Town Council agreed to accommodate special requests for banners to recognize special events or programs outside of the typical seasonal rotation, under special conditions, including design, content, placement, cost recovery and management, which are outlined in this policy. The banners are intended to announce events or programs in which the Town is a sponsor or co- sponsor. DEFINITIONS Seasonal Banners: Banners that are rotated five times per year, based on the Fourth of July, fall, holiday, the Town logo, and spring designs. Non - Seasonal Banners: Special recognition banners and co- sponsored Special Event advertising, under the guidelines in this policy. Old Town: Hartz Avenue from Danville Boulevard to San Ramon Valley Boulevard. Applicant: The organization requesting a special banner series to promote an event, program, or activity. Banner Series: A series of banners (or single design) promoting a single event, program or activity). EXHIBIT 1 1 May 2013 GUIDELINES Content and Design To maintain the charm and character of Old Town and San Ramon Valley Boulevard, all banners must abide by strict content and design guidelines. • The Banner size shall be 30 "W x 60" H • Banner content, including graphics and text, shall be approved by the Town prior to issuance of a Banner Permit. • Content information should be detailed in the Application. • The names and logos of private and non - profit sponsors shall not be included in the banner unless it is part of the event name (e.g., Primo's Run). No corporate or for - profit logos shall be allowed. The beneficiary of events benefitting non- profits may be listed in text only (e.g., "Danville d'Elegance, supporting The Parkinson's Institute ".) • When feasible, both sides of the banner should contain the same design. • Events shall not advocate a political, religious, or discriminatory point -of -view, a regular meeting or activity announcements. • The banner shall be manufactured in the marine acrylic fabric material. • Listing specific event dates are discouraged. Alternatively, Applicants may incur the cost of remaking the banners each year if the banner list specific dates. Placement Currently, there are a total of forty (40) street light poles which can be used for banners, located in Old Town (Hartz Avenue) and along San Ramon Valley Boulevard (from Hartz Way to Sycamore Valley Road). • When possible, non - seasonal banners shall be limited to Old Town. • Only one type of non - seasonal banner shall be on display at any given time. • A minimum of twenty (20) consecutive non - seasonal banners shall be on display in consecutive order, limited to Old Town. Should fewer than forty (40) non- seasonal banners be requested, the seasonal banners shall remain on display. • No more than five (5) non - seasonal banners shall be on display each year. Cost Recovery The Town of Danville continues to cover any costs associated with seasonal banners. The design, manufacturing and installation of any non - seasonal banners shall be covered by the program or event sponsor. • Town staff shall develop, and the Applicant shall complete an Application for Non - Seasonal Street Light Pole Banner Permit and pay the necessary design, 2 May 2013 manufacturing and installation fees to the Town at least sixty (60) days in advance. • The Applicant shall be responsible for all costs related to the non - seasonal banners, including design, manufacturing, and installation. • Banners shall be installed and removed by the Town. • The Town will store unused banners when they are not on display. • Upon determining the banners will no longer be displayed, unused banners shall be returned or destroyed. • The Town may charge a per application fee to administer the Banner Permit program. See the Town -wide Fee Schedule for more details. Scheduling • Non - seasonal banners are intended to promote or recognize an event, program, and therefore should not be on display for an extended period of time. Each series of banners may be deployed for at least 14 consecutive days, but no more than 21 consecutive days. • Town events or co- sponsored events, chronological order of events, and first come, first serve basis shall be considerations for how non - seasonal banners shall be scheduled. • Non - seasonal banners may be permitted up to five (5) times per year, displayed between the seasonal banner periods. • Applicants wishing to submit an application for non - seasonal banners shall do so no later than December 1 for the following calendar year. Management In order to effectively coordinate seasonal and non - seasonal banners, one primary staff point of contact will track all requests, installation and uninstall schedules. I
