HomeMy WebLinkAbout100-2012RESOLUTION NO. 100 -2012 DESIGNATING THE VETERANS MEMORIAL BUILDING (400 HARTZ AVENUE) AS A HERITAGE RESOURCE (APN: 208 - 022 -016) WHEREAS, Town of Danville is current owner of the subject property located at 400 Hartz Avenue; and WHEREAS, Chapter 32 -72 of the Danville Municipal Code (Historic Preservation) establishes standards for review of heritage resources; and WHEREAS, the history of the building is as follows: 1. The structure is currently located on Lots 10, 11, and 12 of Block 2 in the first subdivision plat Map of Danville recorded by Contra Costa County in 1924; 2. The historic name for the structure on the site is "Veterans Memorial Building "; 3. The original structure on was built in 1925 by Dinnie Construction Company and designed by James T. Narbett; 4. Since 1925 the structure has undergone alterations and maintenance to meet current needs including an accessible ramp, kitchen, reroof, and painting; 5. The structure was renovated and expanded in 2012 from approximately 6,300 square feet to 12,792 square feet, with the work retaining and restoring the building's defining feature, the front facade; 6. The building expansion and addition was compatible in size and scale with the existing structure, preserving its historical context; 7. The building expansion and addition was determined by the Danville Heritage Resource Commission to be consistent with the Towns Design Guidelines for Historical Resources; and 8. The two -story structure has been utilized as a Veterans Hall open to all veteran organizations and other community groups; and WHEREAS, the Town of Danville, as property owner and applicant, supports the building's designation as a Heritage Resource; and WHEREAS, the project has been found to be Categorically Exempt from the requirements of the California Environmental Quality Act (CEQA), Sections 15331, Class 31; and WHEREAS, the Danville Heritage Resource Commission adopted Resolution No. 2012 -02 on June 11, 2012, recommending the Town Council approve the Heritage Resource designation for the Veterans Memorial Building; and WHEREAS, a staff report was submitted recommending that the Town Council approve the request; and WHEREAS, the public notice of this action was given in all respects as required by law; and WHEREAS, the Town Council did hear and consider all reports, recommendations, and testimony in writing and presented at the hearing, now, therefore, be it RESOLVED, that the Danville Town Council hereby approves the Heritage Resource Designation for the Veterans Memorial Building at 400 Hartz Avenue based on the following findings and Historic Preservation Ordinance 32 -72 -3 and 32 -72.4: 1. The existing structure on the site was built in 1924 and is over 50 years old (approximately 88 years old); 2. The structure has experienced alterations over time; however, the character defining features found on the building's existing front facade includes the original historic architectural detailing and materials and has retained its historic integrity; 3. Section 32 -72.4 a : The building is representative of the Simple Italian Renaissance Revival style, commonly seen throughout United States during the late 19th and early 20th century; 4. Section 32- 72.4.c The building is representative of the association with the cultural, educational, and social growth of the community; and 5. Section 32- 72.4.h The building is the Towns largest public structure downtown and is an established and familiar visual feature of the Town.
