APPROVING THE MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN
THE CCTA AND THE TOWN FOR THE I -680 AUXILIARY LANE FUNDING
WHEREAS, the I -680 Auxiliary Lanes Project (Project) is identified in the voter approved
Measure C -1988 Expenditure Plan; and
WHEREAS, the Project will provide an exclusive lane that connects the entrance and exit
ramps, and will facilitate weave movements, reduce congestion in the through mainline
lanes, and therefore will improve safety; and
WHEREAS, the Project will provide improvement to local traffic by allowing travelers to
go from one interchange to the next without having to enter the mainline freeway, thereby
reducing traffic on local streets; and
WHEREAS, the Town of Danville has been working collaboratively with the City of San
Ramon, Contra Costa Transportation Authority (CCTA), and Caltrans to develop and
construct the I -680 Auxiliary Lanes Project; and
WHEREAS, the Project is comprised of three segments: Diablo Road to Sycamore Valley
Road (Segment 1), Sycamore Valley Road to Crow Canyon Road (Segment 2), and Crow
Canyon Road and Bollinger Canyon Road (Segment 3); and
WHEREAS, due to funding constraints, only Segments 1 and 3 (the most congested
segments along the corridor within the San Ramon Valley) were constructed in 2006 and
the remaining Segment 2, with an estimated cost of $34 million, remained underfunded
with a significant shortfall; and
WHEREAS, the pursuit of grant funding opportunities and programming of anticipated
regional traffic impact fees, including the Tri- Valley Transportation Development Fee
(TVTD) funds, have resulted in reduced funding gap of $10 million; and
WHEREAS, the Contra Costa Transportation Authority (CCTA) has committed the
remaining $10 million to complete the Project's funding plan at their November 16, 2011
public meeting; and
WHEREAS, $5.8 of the $10 million commitment represents an advance of future
anticipated TVTD funds as identified in the Tri - Valley Transportation Council's (TVTC)
Strategic Expenditure Plan unanimously adopted on May 16, 2011; and
WHEREAS, the Town of Danville serving as the TVTC- member Lead Agency on behalf of
the Contra Costa Transportation Authority (CCTA) for the purposes of administering the
appropriation of TVTD funds to the I -680 Auxiliary Lanes Project, commits to remitting the
$5.8 million in TVTD funds to CCTA as soon as they have been collected and are available
to be appropriated; now, therefore, be it
RESOLVED, that the Danville Town Council authorize the Mayor to execute MOU
11.06.02 with the Contra Costa Transportation Authority at a regular meeting on December
20, 2011, by the following vote:
