RESOLUTION NO. 8-2010
APPROPRIATING $50,000 TO CONDUCT A
TECHNOLOGY NEEDS ASSESSMENT
WHEREAS, the Town of Danville recognizes technological advances have cultivated
new consumer expectations for around-the-clock access to products and services; and
WHEREAS, these expectations are carrying forward into the public sector and results in
a greater demand for a service delivery approach that focuses more on convenient
access to local government and less on the person-to-person interactions; and
WHEREAS, at its 2010 Annual Planning and Goal Setting Workshop, the Town Council
concurred with the implementation of the following "Government 2.0" principles,
encompassing the enhanced use of technology to bring government services and
information to Danville residents:
Principle 1 Serve as the primary source of reliable, accurate and timely Town
information that is delivered to the customer on their platform of
choice.
Principle 2 Maintain a real-time, interactive, user-centered website that offers easy
access to public information and online services.
Principle 3 Offer opportunities for online civic engagement and social
collaboration.
Principle 4 Enable businesses and organizations to leverage the Town's technology
platforms as the foundation for improvement.
WHEREAS, these Government 2.0 principles would help meet the growing
expectations for around-the-clock access as well as ensure transparency, open
government processes, and equal access to information; and
WHEREAS, the implementation of these principles would necessitate enhancements to
the Town's technology infrastructure and resources; and
WHEREAS, given the diverse needs of the Town's different service areas, it would be
appropriate to conduct a technology needs assessment to determine both short and long
term needs as well as to serve as a roadmap for a phased implementation of an overall
technology investment strategy; now, therefore, be it
RESOLVED, that the Danville Town Council hereby appropriates $50,000 in
Contingency Funds to conduct a Technology Needs Assessment and authorize the
Town Manager to execute a professional services agreement for consultant services to perform the assessment.
APPROVED by the Danville Town Council at a regular meeting on February 2, 2010 by
the following vote:
