HomeMy WebLinkAbout006-2010 RESOLUTION NO. 6-2010 ADOPTING THE 2010 DOWNTOWN PARKING MANAGEMENT PLAN AND APPROPRIATING $15,000 FOR PROGRAM START-UP COSTS WHEREAS, the Town adopted the 2008 Economic Development Strategy Update and authorized the undertaking of a Parking Utilization Assessment as part of the Economic Development Strategy; and WHEREAS, proper and complete utilization of available public parking within the downtown redevelopment area is essential to recognizing the goals of the Town's adopted Redevelopment Plan; and WHEREAS, the Town selected Watry Design, Inc. of Redwood City, CA to conduct a Parking Assessment Study ("Study") of the downtown; and WHEREAS, the consultant team conducted an extensive inventory of public and private parking spaces, assessed the Town's current parking management practices, and conducted surveys of merchants and patrons to measure parking patterns, demand, and use in the downtown area; and WHEREAS, the Study found that while there are "hot spot" areas during peak periods, in general, the current parking supply in the downtown is sufficient for existing needs; and WHEREAS, the Study recommended that a comprehensive parking strategy be adopted to more efficiently and effectively manage downtown parking supply; and WHEREAS, the key findings and parking strategy recommendations were presented to the Town Council as part of a draft Study at three separate Study Sessions; and WHEREAS, the Town Council considered the Study recommendations as well as feedback from the community and business organizations such as the Danville Area Chamber of Commerce and the Discover Danville Association; now, therefore, be it RESOLVED, that the Danville Town Council adopts the 2010 Downtown Parking Management Plan, a copy of which is attached hereto and incorporated by this reference, including but not limited to, the following items: 1. Parking Time Zones in the downtown; 2. Permit Parking Program that provides four categories of parking permits, 310 total employee parking spaces, three parking zones, and a two-tiered employee permit parking fee structure; 3. Valet Parking Program that establishes a procedure to review and authorize valet operations in appropriate locations; and a 4. Curb Marking Procedure to establish a process for merchants to request special parking designations in the downtown; and, be it further RESOLVED, that the Danville Town Council authorizes the appropriation of $15,000 in available FY 2009-10 Contingency Funds for program start-up costs.
