RESOLUTION NO. 53-2009
AUTHORIZING THE MAYOR OF THE TOWN OF DANVILLE
TO CERTIFY THE 2006 AND 2007 GROWTH MANAGEMENT PROGRAM
COMPLIANCE CHECKLIST
WHEREAS, Measure C requires that the Contra Costa Transportation Authority review
local jurisdictions compliance with the countywide Growth Management Program; and
WHEREAS, the Town of Danville has adopted traffic Level of Service standards, has
required traffic impact studies for projects generating more than 100 peak hour trips, and
has implemented the actions contained in the Tri- Valley Transportation Plan/Action Plan for
Routes of Regional Significance; and
WHEREAS, all reporting intersections within the Town meet the Level of Service
standards defined in the Growth Management Element based on measurement of actual
conditions; and
WHEREAS, the Town has prepared a five-year Capital Improvement Program; and
WHEREAS, the Town has adopted a development mitigation program which ensures that
development pays its fair share of the costs associated with that development; and
WHEREAS, the Town has adopted the Tri-Valley Transportation Development Fees and
the Southern Contra Costa (SCC) Regional Fee for Road Improvements, which ensures that
development pays its fair share of the cost of mitigating regional traffic impacts; and
WHEREAS, the State Department of Housing and Community Development (HCD) has
found the 2001 update of the Danville Housing Element to have met the statutory
requirements of, and in full compliance with, State housing element law; and
WHEREAS, the Town has developed an implementation program that creates housing
opportunities for all income levels; and
WHEREAS, the Town is in compliance with adopted performance standards for all urban
services provided by the Town; and .
WHEREAS, the Town has participated in cooperative, multi-jurisdictional planning; and
WHEREAS, the Town has adopted a Transportation Demand Management (TDM)
Ordinance and a Growth Management Element; and
WHEREAS, the Town has met the Maintenance of Effort requirements of Measure C; and
WHEREAS, the Town has posted signs in accordance with specifications by CCT A for all
projects exceeding $250,000 that are funded fully or partially by Measure C revenues; and
WHEREAS, the Town has satisfied all requirements necessary to be found in compliance
with the Growth Management Program; now, therefore, be it
RESOLVED, that the Danville Town Council authorizes the Mayor to certify the Calendar
Years 2006 and 2007 Growth Management Program Compliance Checklist, indicating the Town's
compliance with Measure C Growth Management Program.
