RESOLUTION NO. 13-2009
APPROVING RETAIL PROMOTION INCENTIVES AND APPROPRIATING
FUNDING TO IMPLEMENT THE PROGRAM
WHEREAS, the Town Council approved an update to the Danville Economic
Development Strategy on April 1, 2008; and
WHEREAS, the development of a Shop Local First Marketing Program was a key
objective in the Economic Development Strategy; and
WHEREAS, the Town of Danville, in collaboration with the Danville Area Chamber of
Commerce, met over a two-month time frame to develop the "Blueprint for Action"
that serves as a strategic roadmap to the promotion of Danville as the unique local and
regional shopping destination of choice; and
WHEREAS, the Danville Town Council adopted the "Blueprint for Action," a plan
developed in collaboration with the Danville Area Chamber of Commerce, to serve as a
strategic roadmap for the promotion of Danville as the unique local and regional
shopping destination of choice; and
WHEREAS, the Blueprint for Action and its subsequent implementation actions, which
included the development of a logo, tagline, and an all-inclusive "Shop Danville" web
site, have been well received by the business community; and
WHEREAS, the current recession necessitates the consideration of an even greater level
support for the retail sector - particularly in the historic downtown area - in its
promotion and its function as a contiguous retail core; and
WHEREAS, the Danville Town Council provided direction at its February 10, 2009
Study Session to refine a set of Retail Retention and Promotion Incentives; now
therefore be it
RESOLVED, that the Danville Town Council:
1. Adopt the Retail Retention and Promotion Incentives Programs with the
following modifications:
a. Make the Retail Expansion and Retail Retention Incentives available to both
new and existing businesses;
b. Increase the architectural and design consultation fees, under the Retain
Retention Incentives, from $1,000 to $1,500;
c. Increase the program allocation from $200,000 to $392,500, with the goal of
increasing the number of businesses that could receive assistance in the areas
related to marketing strategy sessions, marketing implementation options,
fa<;ade design consultations, fa<;ade improvements and potential fee waivers;
d. Require the utilization of only Danville-based firms for design consultation
related to fa<;ade improvements;
e. Require the utilization of only Danville-based firms for marketing
consultation assistance related to the strategy sessions; and
f. Authorize a follow-up action by the Town Council to review the parking in-
lieu fee ordinance at a later date.
2. Accept transfer of $392,500 from the Community Development Agency into the
General Fund in FY 2008-09; appropriate $392,500 from the General Fund in FY
2008-09 into the Economic Development budget for the implementation of the
program; and
3. Authorize the Town staff to refine and implement the program based on the
policy direction provided as a part of this action; and execute all related
agreements and contracts associated with the program implementation.
