HomeMy WebLinkAbout026-08 RESOLUTION NO. 26--2008 AUTHORIZING THE TOWN MANAGER TO EXECUTE AN AMENDMENT TO THE COOPERATIVE AGREEMENT WITH THE CONTRA COSTA TRANSPORTATION AUTHORITY AND APPROPRIATING $50,000 IN REIMBURSABLE FUNDS TO DEVELOP THE PROGRAM INFRASTRUCTURE AND MARKETING EFFORTS ASSOCIATED WITH THE INITIATION OF THE MEASURE J STUDENT TRANSPORTATION PROGRAM WHEREAS, in November 2004 the taxpayers of Contra Costa County approved Measure J, a 25-year extension of a countywide 1f2-cent sales tax measure for the purposes of providing congestion relief through capital projects and programs; and WHEREAS, one category of Measure J provides funding for a program entitled, "Safe Transportation for Children" and provides an estimated $40 million over a period of 25 years for" the inauguration of a San Ramon Valley School Bus Program or other projects in the San Ramon V alley that reduce school related congestion, or improve the safety of children traveling to and from schools;" and WHEREAS, the funding and operation of this program would begin in FY 2009-10 and its development and program elements are subject to the review and approval of the Contra Costa Transportation Authority (the " Authority") and of the Southwest Area Transportation ("SW AT") Committee; and WHEREAS, the public agencies of the San Ramon Valley ("Partnering Agencies") agree to begin a collaborative and inclusive process of developing a school transportation program that would serve the unique needs of the San Ramon Valley; and WHEREAS, the Partnering Agencies (consisting of the Town of Danville, City of San Ramon, Contra Costa County, and the San Ramon Valley Unified School District), have assembled and are participating as members in a three-tiered multi-agency advisory committee structure; and WHEREAS, the three-tiered multi-agency advisory committee structure consists of a Policy Advisory Committee (PAC), a Technical Advisory Committee (T AC), and a Citizens Advisory Committee (CAC); and WHEREAS, the purpose of the three-tiered multi-agency advisory committee structure is to solicit, compile and provide recommendations to SW AT and the Authority regarding the provision of the highest quality traffic congestion relief program, offered in the most cost effective manner, for the San Ramon Valley; and WHEREAS, the Partnering Agencies, as part of the program development process, have unanimously supported a decision to provide student transportation services using a "Contract Services" model at its February 19, 2008 PAC meeting which allows the committees to move forward to initiate the necessary efforts to prepare for service delivery in 2009; and WHEREAS, the program development efforts involve conducting a focused survey for the school populations targeted for service; developing an interactive web site that serves as the primary mechanism for ticket purchases and parent communication; and developing the collateral to market the program in the San Ramon Valley; and WHEREAS, these program development efforts would need to be undertaken as soon as possible, such that the program is ready to be marketed to the parent community and tickets would be ready for sale in the winter and spring of 2009, respectively; and WHEREAS, the costs associated with these last program development steps are estimated to be approximately $50,000 and the Town agrees to bear the full costs of advancing the funds necessary for implementing these final program development efforts; and WHEREAS, the CCTA is scheduled to authorize the amendment to the existing Cooperative Agreement at its April 3, 2008 regularly scheduled Administration & Projects Committee (APC) meeting; and WHEREAS, the Town's advancement of funds for these expenditures would be contingent upon CCT A's approval of the amended Cooperative Agreement; now, therefore be it RESOLVED, that the Danville Town Council authorizes: 1. . An appropriation of $50,000 in FY 2007-08 Measure C revenues to develop the final Measure J student transportation program infrastructure and marketing efforts; and 2. The Town Manager to execute an amendment to the existing Cooperative Agreement with the Contra Costa Transportation Authority to allow for reimbursement of these funds when Measure J becomes available; and 3. The Town Manager to request reimbursement of all funds expended on this program development effort in FY 2009-10.
