HomeMy WebLinkAbout039-06 RESOLUTION NO. 39-2006 AUTHORIZING THE TOWN MANAGER TO EXECUTE A CONSULTANT SERVICES CONTRACT WITH MANAGEMENT PARTNERSHIP SERVICES, INC., COOPERATIVE AGREEMENT WITH THE CONTRA COSTA TRANSPORTATION AUTHORITY, AND MEMORANDUMS OF UNDERSTANDING WITH P ARTNERING SAN RAMON VALLEY AGENCIES REGARDING THE SHARING OF UP-FRONT REIMBURSABLE ADVANCE PLANNING COSTS WHEREAS, in November 2004 the taxpayers of Contra Costa County approved Measure J, a 25-year extension of a countywide l/2-cent sales tax measure for the purposes of providing congestion relief through capital projects and programs; and WHEREAS, one category of Measure J provides funding for a program entitled, "Safe Transportation for Children" and provides an estimated $40 million over a period of 25 years for" the inauguration of a San Ramon Valley School Bus Program or other projects in the San Ramon Valley that reduce school related congestion, or improve the safety of children traveling to and from schools;" and WHEREAS, the funding and operation of this program would begin in FY 2009-10 and its development and program elements are subject to the review and approval of the Contra Costa Transportation Authority (the "Authority") and of the Southwest Area Transportation ("SWAT") Committee, a regional transportation planning committee of the Authority; and WHEREAS, the public agencies of the San Ramon Valley ("Partnering Agencies") agree to begin a collaborative and inclusive process of developing a school transportation program that would serve the unique needs of the San Ramon V alley; and WHEREAS, the Partnering Agencies (consisting of the Town of Danville, City of San Ramon, Contra Costa County, and the San Ramon Valley Unified School District), have assembled and are participating as members in a three-tiered multi-agency advisory committee structure; and WHEREAS, the three-tiered multi-agency advisory committee structure consists of a Policy Advisory Committee (PAC), a Technical Advisory Committee (T AC), and a Citizens Advisory Committee (CAC); and WHEREAS, the purpose of the three-tiered multi-agency advisory committee structure is to solicit, compile and provide recommendations to SWAT and the Authority regarding the provision of the highest quality traffic congestion relief program, offered in the most cost effective manner, for the San Ramon Valley; and WHEREAS, the Partnering Agencies have created a program development schedule and the first several tasks of the program schedule require the expertise of a student transportation consulting firm to develop a Measure J School Bus Program Options and Routing Study ("Routing Study"); and WHEREAS, working with the Contra Costa Transportation Authority (CCT A) staff, the Partnering Agencies have developed and issued a RFP jRFQ for the Routing Study consulting services, and selected the consultant team of Management Partnership Services, Inc. ("MP A") and Kimley-Horn and Associates, Inc. ("Kimley-Horn"); and WHEREAS, the three-phased Routing Study, conducted over the course of the next two years, is estimated at approximately $200,000 - $225,000, which would be reimbursable by Measure J starting in FY 2009-10; and WHEREAS, the Authority at its March 15,2006 regularly scheduled meeting authorized the commitment of future Measure J funds for the reimbursement of local funds expended in the preparation of advance planning studies; and WHEREAS, the four Partnering Agencies agree to share equally in the up-front costs associated with the Routing Study; and WHEREAS, the Town of Danville agreed to serve as the Lead Agency for the management of the upcoming consultant services contract, and a conduit for the collection of up-front cost sharing contributions and the disbursement of future reimbursements from the Authority for these advance planning expenditures; now, therefore be it RESOLVED, that the Danville Town Council authorize the Town Manager to execute: 1. Consultant services contract with Management Partnership Services, Inc. for the purposes of conducting the Routing Study; 2. Cooperative Agreement with the Contra Costa Transportation Authority; 3. Memorandums of Understanding with partnering San Ramon Valley agencies regarding the sharing of up-front reimbursable advance planning costs.
