HomeMy WebLinkAbout029-06 RESOLUTION NO. 29-2006 SUPPORTING A CONSTITUTIONAL AMENDMENT TO PRESERVE AND PROTECT TRANSPORTATION FUNDS PREVIOUSLY DEDICATED TO TRANSPORTATION BY PROPOSITION 42 WHEREAS, nearly 70 percent of California voters approved Proposition 42 in the March 2002 primary to dedicate the state sales tax paid on gasoline to improve our transportation infrastructure; and WHEREAS, the state Legislature and Governor have twice suspended Proposition 42 and spent the money for other purposes. In total, nearly $2.5 billion in these gas taxes has been diverted to non-transportation expenses since 2002; and WHEREAS, the instability and continual transfer of these funds is greatly impacting local and state government's ability to conduct needed road repairs, infrastructure improvements, transit and other transportation projects; and WHEREAS, a coalition of business, labor, local government, and transportation stakeholders are currently collecting voter signatures to qualify a measure for the November 2006 ballot that would prohibit the Legislature and Governor from transferring these gas tax revenues in the future to non-transportation expenses; and WHEREAS, the measure also requires the State to reimburse the $2.5 billion in funds previously diverted but allows 10 years for repayment to avoid any immediate fiscal impact; now, therefore, be it RESOLVED, that the Danville Town Council supports this constitutional amendment to protect Proposition 42 money from future budget raids; and be it further RESOLVED, that the Danville Town Council supports a constitutional amendment to ensure that Proposition 42 revenues are used exclusively for state and local transportation projects, and that revenues previously used to offset non-transportation purposes be reimbursed.
