SUPPORTING DISASTER RELIEF EFFORTS IN RESPONSE TO HURRICANE
KATRINA AND URGING RESIDENTS AND BUSINESSES WITHIN THE TOWN OF
DANVILLE TO SUPPORT DISASTER RELIEF EFFORTS
WHEREAS, communities in California are subject to a number of kinds of catastrophic
natural disasters, including but not limited to earthquakes, floods, landslides and fires; and
WHEREAS, the response to such disasters frequently exceeds a community's available
resources, in part because of the magnitude of the event and because of the expense
associated with having in place at all times the personnel, equipment and funding
necessary to effectively respond to a catastrophic event; and
· WHEREAS, because of these challenges, local governments have developed a tradition of
mutual aid to other local governments faced with the daunting task of responding to
natural disasters; and
WHEREAS, while some of these mutual aid agreements are more formal, the unpredictable
nature of disaster response and the impacts of a major disaster on a large geographic region
makes it necessary for local agencies to offer mutual aid on a more ad hoc basis as well; and
WHEREAS, this aid can take the form of offers of city personnel, equipment, facilities
and/or monetary aid depending on the needs of affected cities; and
WHEREAS, such aid is founded on an ethos of reciprocity that such aid will be offered
should the Town of Danville finds itself in need of assistance at some point in the future;
and
WHEREAS, such aid saves taxpayers (both within a community and in the aggregate) the
expense of having to pay for disaster response mechanisms on an ongoing basis that may
only be activated on an occasional, but highly necessary and concentrated, basis; and
WHEREAS, the destruction inflicted by Hurricane Katrina on the communities of the Gulf
Coast has stressed the capacity of local nonprofit and governmental agencies to respond;
and
WHEREAS, the Town of Danville desires to actively support both short-term disaster
response operations and longer-term recovery operations in the affected area; now,
therefore be it
RESOLVED, that the Danville Town Council urges all residents and businesses of the
Town to support disaster relief efforts for the victims of Hurricane Katrina, through efforts
and organizations of their choice; and be it further
RESOLVED, that the Danville Town Council supports local fundraising efforts by making
Town facilities available at no cost where 100 percent of proceeds raised are committed to
Hurricane Katrina relief; and be it further
RESOLVED, that the Danville Town Council hereby authorizes the Town Manager to
authorize deployment of Town personnel for disaster relief and recovery purposes; and be
it further
RESOLVED, that the Danville Town Council hereby appropriates up to $10,000 in mutual
aid funding to the disaster relief effort to be allocated as follows: American Red Cross
$3,750, Salvation Army $3,750, and Habitat for Humanity $2,500.
