AUTHORIZING THE INSTALLATION OF SPEED LUMPS AND STOP SIGNS ON
DOLPHIN DRIVE
WHEREAS, the streets named in this resolution are maintained by the Town of Danville;
and
WHEREAS, traffic studies conducted by the Town establish that traffic controls are needed
at all approaches to the intersection of Dolphin Drive and Enterprise Drive, and on the side
streets at Fulton Way (two-way stop) and Farragut Place (one-way stop) to enhance traffic
safety; and
WHEREAS, the stop signs, as declared by this resolution, will facilitate the orderly
movement of traffic in a reasonable and safe manner; and
WHEREAS, the stop signs, as declared by this resolution, will allow DOlphin Drive to
qualify as a local road per the requirements of California Vehicle Code, Section 40802 (b)(1);
and
WHEREAS, Goal 12 of the Town of Danville General Plan directs the Town to "Provide for
safe and efficient travel on Town of Danville streets"; and
WHEREAS, Goal 14 of the Town of Danville General Plan directs the Town to "Minimize
the intrusion of through traffic on residential streets"; and
WHEREAS, Policy 14.01 of the Town of Danville General Plan directs the Town to
"Implement neighborhood traffic management measures, including physical changes and
traffic control devices, which increase neighborhood livability and street ambiance,
discourage through traffic on residential streets, discourage speeding, and ensure vehicle,
pedestrian, and bicycle safety"; and
WHEREAS, the installation of pavement undulations or speed lumps is allowed by
applicable State law regulating roadway design features; and
WHEREAS, "Speed Lumps" are a type of pavement undulation designed to reduce speed
of most passenger vehicles while allowing emergency response vehicles to travel at the
desired speed with no delay; and
WHEREAS, the San Ramon Valley Fire Protection District (SRVFPD) has tested the
proposed speed lumps and has found no increase in emergency response time as a result of
installation of speed lumps; and
WHEREAS, the speed lumps will be installed consistent with the manufacturer's
guidelines and practices of other California municipalities; and
WHEREAS, the following findings are made for Dolphin Driye:

The street is not on a primary or routine emergency response route.
85% of the Dolphin Drive residents and 50% of the side street residents have
approved, by petition, the installation of speed lumps and stop signs.
The street is not a 'Major Arterial or Major Collector as defined by the Town of
Danville General Plan Circulation Element.
Enforcement efforts have not been technically feasible due to Dolphin Drive not
meeting the requirements of the California Vehicle Code for local roads.
The speed lumps are not expected to have adverse effects on surrounding streets
and neighborhoods.
Installation of these speed lumps is exempt from CEQA per Section 15061(a)(3) of
the CEQA Guidelines. The devices will not have a significant effect on the
environment.
WHEREAS, 2004/05 funds have been appropriated for installation of traffic calming
devices in Project C-305 of the 2004/05 to 2008/09 Five-Year Capital Improvement
Program; now, therefore be it
RESOLVED, that the Danville Town Council authorizes the installation of speed lumps on .
Dolphin Drive at four locations. Pursuant to Section 21354 of the California Vehicle Code,
the intersection of Dolphin and Enterprise shall be declared a three-way stop intersection.
A two-way stop shall be installed on Fulton Way at Dolphin and a one-way stop shall be
installed on Farragut Place at Dolphin. Staff is directed to work out acceptable precise
device locations with residents immediately adjacent to the speed lumps and stop signs.
