APPROVING 'SPEED CUSHIONS" FOR USE AS TRAFFIC CALMING DEVICES
IN THE NEIGHBORHOOD TRAFFIC MANAGEMENT PROGRAM (NTMP) AND
AUTHORIZING THE INSTALLATION OF SPEED CUSHIONS ON TUNBRIDGE
ROAD AT TWO LOCATIONS
WHEREAS, goal 12 of the Town of Danville's General Plan directs the Town to "Provide for
safe and efficient travel on Town of Danville streets"; and
WHEREAS, Goal 14 of the Town of Danville's General Plan directs the Town to "Minimize
the intrusion of through traffic on residential streets"; and
WHEREAS, Policy 14.01 of the Town of Danville's General Plan directs the Town to
"Implement neighborhood traffic management measures, including physical changes and
traffic control devices, which increase neighborhood livability and street ambiance,
discourage through traffic on residential streets, discourage speeding, and ensure vehicle,
pedestrian, and bicycle safety"; and
WHEREAS, the installation of pavement undulations or speed cushions is allowed by
applicable State laws regulating roadway design features; and
WHEREAS, "Speed Cushions" are a type of pavement undulation designed to reduce
speed of most passenger vehicles while allowing emergency response vehicles to travel at
the desired speed with no delay; and
WHEREAS, the San Ramon Valley Fire Protection District (SRVFPD) has tested the
proposed speed cushions and has found no increase in emergency response time as a result
of installation of speed cushions; and
WHEREAS, the speed cushions will be installed consistent with the manufacturer's
guidelines and practices of other California municipalities; and
WHEREAS, the following findings are made for Tunbridge Road:
1. The street is not on a primary or routine emergency response route.
2. 84% of the Tunbridge Road residents and 58% of the side street residents have
approved, by petition, the installation of pavement undulations or speed cushions.
3. The street is not a Major Arterial or Major Collector as defined by the Town of
Danville's General Plan Circulation Element.
4. Enforcement efforts and motorist education have not been successful in achieving
driving behavior consistent with the General Plan's goal and policies.
5. The speed cushions are not expected to have adverse effects on surrounding streets and
neighborhoods~
6. Installation of these speed cushions is exempt from CEQA per Section 15061(a)(3) of the
CEQA Guidelines. The devices will not have a significant effect on the environment.
WHEREAS, 2003/04 funds have been appropriated for installation of traffic calming
devices in Project C-305 of the 2003/04 to 2007/08 five-year Capital Improvement Program;
now, therefore be it
RESOLVED, that the Danville Town Council approves "speed cushions" for use as traffic
calming devices in the Neighborhood Traffic Management Program (NTMP) and
authorizes the installation of speed cushions on Tunbridge Road at two locations. Staff is
directed to work out acceptable precise device locations with residents immediately
adjacent to the devices.
APPROVED by the Danville Town Council at a regular meeting on October 8, 2003, by the
following vote:
