HomeMy WebLinkAbout053-03RESOLUTION NO. 53-2003 AUTHORIZING (1) THE MAYOR OF DANVILLE TO EXECUTE THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CONTRA COSTA TRANSPORTATION AUTHORITY AND THE TOWN OF DANVILLE, AND (2) THE TRANSFER OF TRI-VALLEY TRANSPORTATION DEVELOPMENT FEE AND SOUTHERN CONTRA COSTA REGIONAL FEE FUNDS PERTAINING TO THE CONSTRUCTION OF THE 1-680 AUXILIARY LANES PROJECT WHEREAS, demographic data from the Metropolitan Transportation Commission's (MTC) 1998 Regional Transportation Plan (RTP) forecasts a 42% growth in total population for the region by 2020 and growth in the Tri-Valley and Silicon Valley over the long term will place an increasing demand on the existing freeway system; and WHEREAS, one identified improvement of the freeway system is the construction of auxiliary lanes along the 1-680 corridor in the San Ramon Valley; and WHEREAS, the need for this freeway improvement project was specifically identified in the "Measure C - 1988 Expenditure Plan," and MTC included the project in its "1998 Regional Transportation Plan," and the Contra Costa Transportation Authority (the "Authority") included the funding for project devplopment in its "1998 Strategic Plan"; and WHEREAS, the Town of Danville, City of San Ramon, Contra Costa Transportation Authority and Caltrans have been working cooperatively to design and implement the project; and WHEREAS, the project will be constructed in three segments - Segment 1: Diablo Road to Sycamore Valley Road, Segment 2: Sycamore Valley Road to Crow Canyon Road, and Segment 3: Crow Canyon Road to Bollinger Canyon Road; and WHEREAS, the project has been divided into two phases, with Phase "A' comprising of Segments I and 3 (scheduled to be advertised during FY 2004-05) and Phase "B" comprising Segment 2; and WHEREAS, the project will be funded by a combination of State Transportation Improvement Program (STIP), Measure C, Tri-Valley Transportation Development Fee (TVTDF), and Southern Contra Costa Regional (SCC-R) Fee funds; and WHEREAS, Measure C, TVTDF, and SCC-R funds have been specifically earmarked for the implementation of the 1-680 Auxiliary Lanes project; and WHEREAS, the Authority is the appropriate entity to continue to serve as the project administrator and as the liaison between the local agencies and the State; and WHEREAS, as the project administrator, the Authority is the appropriate entity to administer and apply the local funds (SCC-R and TVTDF) to the project on behalf of the Town of Danville; now, therefore, be it RESOLVED, that the Danville Town Council: Authorize the Authority to periodically request that the TVTC transfer funds to the Authority for construction of the 1-680 Auxiliary Lanes Project, as prescribed in the current TVTDF Funding Plan (Attachment D); Authorize appropriation of $201,246 (or current balance) in TVTDF "20% Return to Source" funds (currently administered by the Town), which have been previously earmarked for the 1-680 Auxiliary Lanes Project, to the Authority for project implementation; Authorize the SCC-R Fee Treasurer (currently the City of San Ramon) to transfer $1,557,628 (or current balance) in SCC-R funds which have been previously earmarked for the 1-680 Auxiliary Lanes Project, to the Authority for project implementation; and Authorize the Mayor to execute a Memorandum of Understanding (MOU) with the Authority to expend the above-mentioned project funds on behalf of Danville (Attachment E) for the purpose of implementing the project.
