DEFERRING CONSIDERATION OF A PILOT SCHOOL BUS PROGRAM FOR THE
SAN RAMON VALLEY UNIFIED SCHOOL DISTRICT
WHEREAS, traffic studies document that Danville's morning peak hour trip generation
rate is about 25 - 30% higher than the national average; and
WHEREAS, the higher than national average morning peak hour trip generation rate can
be attributed to the lack of a comprehensive district-wide school bus program; and
WHEREAS, it is the intent of a reauthorized Measure C (1/2-cent sales tax) to be the
permanent funding source for a comprehensive district-wide school bus program; and
WHEREAS, the success of a pilot school bus program.may provide the incentive for south
Contra Costa County residents to reauthorize Measure C in November 2004; and
WHEREAS, the pilot school bus program is expected to operate during the 2003-04 school
year, immediately prior to the November 2004 election; and
WHEREAS, the pilot school bus program is estimated to cost $323,000 per jurisdiction per
year to serve four schools and a 40% ridership target; and
WHEREAS, it was expected that future Measure C revenues could be bonded and made
available as early as FY 05-06 to convert the pilot into a permanent program; and
WHEREAS, the Contra Costa Transportation Authority (CCTA) has determined that
federal laws and regulations that guide the issuance of tax exempt revenue bonds prohibit
the CCTA ability to bond for ongoing programs, such as a school bus program; and
WHEREAS, permanent Measure C revenue for the San Ramon Valley School Bus Program
would not be available until FY 09-10, after the current Measure C sunsets in 2008; and
WHEREAS, the Town of Danville is unable to fund a $323,000 per year school bus program
to FY 09-10; now, therefore be it
RESOLVED, that the Danville Town Council defer consideration of a pilot school bus
program for the San Ramon Valley Unified School District.
