HomeMy WebLinkAbout044-02RESOLUTION NO. 44-2002 DESIGNATING REPRESENTATIVES OF THE TOWN OF DANVILLE TO THE CONTRA COSTA TRANSPORTATION AUTHORITY'S CONFLICT RESOLUTION PROCESS AND MEDIATOR SELECTION PANEL WHEREAS, Resolution 95-07-G adopted by the Contra Costa Transportation Authority (the "Authority") in July 1995 sets forth a Conflict Resolution process to address conflicts in the Measure C Growth Management Program; and WHEREAS, the Town of Danville initiated the Authority's Conflict Resolution process at its March 19, 2002 Town Council meeting by a unanimous vote of the Danville Town Council; and WHEREAS, the Authority directed the parties of the dispute to enter into the Conflict Resolution process at its March 20, 2002 regular meeting; and WHEREAS, a majority vote of the Regional Transportation Planning Committee (RTPC) is necessary to approve a local jurisdiction's initiation of the Conflict Resolution process; and WHEREAS, the Southwest Area Transportation (SWAT) Committee, serving as the Authority's designated RTPC, approved Danville's initiation of the Conflict Resolution process through a unanimous vote at its regular meeting of April 1, 2002; and WHEREAS, the Contra Costa County Board of Supervisors declared its intent to participate in a Conflict Resolution process with the Town at its regular meeting of March 26, 2002; and WHEREAS, the Contra Costa County Board of Supervisors identified representatives to participate in a Conflict Resolution process at its regular meeting of April 9, 2002; and WHEREAS, one of the requirements of Resolution 95-07-G adopted by the Contra Costa Transportation Authority is to identify representatives of the Town during the Conflict Resolution process; and WHEREAS, the Authority has received statements of qualifications from professional mediators to facilitate the Conflict Resolution process; and WHEREAS, the Contra Costa Transportation Authority policy allows one representative of the Town of Danville to participate on the mediator selection panel; now, therefore be it RESOLVED, that the Danville Town Council hereby designates Town Manager, City Attomey, Transportation Services Manager and Traffic Engineer to represent the Town of Danville during the Contra Costa Transportation Authority's conflict resolution process; and, be it further RESOLVED, that the Danville Town Council hereby designates the Town Manager to represent the Town of Danville on the Contra Costa Transportation Authority's mediator selection panel.
