APPROVING A REQUEST FOR AUTHORIZATION TO INITIATE A GENERAL
PLAN AMENDMENT STUDY FOR FOR BLAKE HUNT VENTURES
(APPLICANTS) AND BERTOLERO DEVELOPMENT CORPORATION
(OWNERS) INVOLVING THE 9.8+/- ACRE NAVLET'S PROPERTY
AT 800 CAMINO RAMON
WHEREAS, Blake Hunt Ventures, has requested initiation of a General Plan Amendment
Study involving the 9.8+/- acre Bertolero Development Corporation parcel located at the
southeast corner of the intersection of Camino Ramon and Sycamore Valley Boulevard (with
a site address of 800 Camino Ramon and being further identified as Assessor's Parcel
Numbers 207-021-010; -011 and -021); and
WHEREAS, the subject property is identified in the Danville 2010 General Plan for
Commercial - Specialized Commercial development; and
WHEREAS, the applicants wish to pursue development entitlements that would allow
redevelopment of the site with 5.0+/- acres with specialty retail and office uses, to relocate
the existing Navlet's operations to a 2.0+/- acre portion of the site; and to redevelop 2.5+/-
acres with one of four possible future uses (anchor retail, hotel, office or residential uses);
and
WHEREAS, current zoning and General Plan land use designations for the subject property
do not allow the residential or hotel uses nor certain types of office and retail uses as
proposed by the applicant; and
WHEREAS, the Town of Danville requires Town Council authorization prior to preparation
of General Plan Amendment Studies; and
WHEREAS, the Town Council did consider the project proponent's request at a public
hearing on November 20, 2001; and
WHEREAS, the Town Council did hear and consider all reports, recommendations, and
testimony submitted in writing and presented at the hearing; now, therefore, be it
RESOLVED, that the Danville Town Council concurs with the recommendation of staff and
authorizes the preparation of a General Plan Amendment Study; and, be it further
RESOLVED, that the site is a very important property given its size, location ("gateway"
location to the Sycamore Valley) and its commercial land use designation; and, be it further
RESOLVED, that the Town Council, in conjunction with review and discussion of previous
requests to initiate General Plan Amendment Studies involving the 9.8+/- acre Navlet's site,
has previously expressed concerns about:
The proposed use Of a three-story design for a hotel use on the site
The potential visual impacts associated with the development of the property
How truck access would be provided to the site to serve the proposed hotel and
/or the commercial uses
The compatibility of any residential component developed on the site with
surrounding, existing residential uses
The appropriateness of mixing multiple uses on the property
The need to pre-plan for a possible subsequent departure of the Navlet's retail
operation (i.e., determine at the front end how the area occupied by the
Navlet's operation could be integrated into the surrounding use(s) if/when
Navlet's ceases operation on this site)
and, be it further
RESOLVED, that the above-stated concerns continue to be applicable to the subject
proposal; and, be it further
RESOLVED, given the sensitivity and importance of the site, it is appropriate to have the
applicant submit alternative site and circulation plans (with said plans to include plans reflecting
the four possible land use scenarios) and a comprehensive traffic study (which should review /
address each of the four proposed land use scenarios); and, be it further
RESOLVED, that the Town Council directs that the submittal materials for the General Plan
Amendment Study shall address potential security, buffering and lighting issues associated
with the subject property's redevelopment; and, be it further
RESOLVED, the applicant is directed to the existing Danville Mercantile and Livery
shopping center (as well as other quality projects in the downtown area) for generalized
direction on the expected quality of architectural treatment utilized for the subject
development and is further directed to take into consideration adopted gateway design
guidelines; and, be it further
RESOLVED, that the applicant is directed to submit appropriate economic analysis, as
determined necessary and applicable, to address the impacts associated with the
establishment of retail uses on the site, with further direction given that such economic
analysis shall:

Include a review of what retail uses could be developed on the site that would add
to, or complement, the existing retail base in Danville
Include a review of what other uses, consistent with the current General Plan
designation for the site, are feasible - with a conceptual site plan for such uses
being submitted which meets the submittal requirements for a Preliminary
Development Plan - Rezoning application (i.e., prepare and submit a plan for each
of the four proposed alternate land use schemes)
If a hotel component is included in the project submittal, include analysis of
the economic merits of developing one type of hotel use on the site over
another. The analysis shall compare the economic implications of developing
an extended stay hotel targeting Bishop Ranch / Hacienda Ranch-type hotel
clients to a small full service quality hotel (e.g., the "boutique" hotel concept -
as represented by the Lafayette Park Hotel in Lafayette)
and, be it further
RESOLVED, that in aUthorizing the above-mentioned General Plan Amendment Study, the
Town Council is not indicating any predisposition to approve the requested General Plan
Amendment.
APPROVED by the Danville Town Council at a regular meeting on November 20, 2001 by the
