REQUESTING THE CONTRA COSTA COUNTY LOCAL AGENCY
FORMATION COMMISSION AMEND THE DANVILLE SPHERE OF
INFLUENCE BY REMOVING THE INHABITED RESIDENTIAL
COMMUNITIES OF SHADOW CREEK, BETTENCOURT RANCH,
SOMERSET AND HANSEN LANE / MRACK ROAD FROM THE TOWNDS
SPHERE OF INFLUENCE
WHEREAS, Planning Area 8 in the recently adopted Danville 2010 General Plan is the
Tassaj ara/Crow Canyon Planning Area; and
WHEREAS, as described in the 2010 Plan, this area includes the 1,200 acres lying east of
Sycamore Valley, approximately half of which lies outside the Town boundaries in the
unincorporated area of Contra Costa County between Camino Tassajara and the
unincorporated community of Blackhawk; and
WHEREAS, the Danville 2005 General Plan identified this area as having the capacity for
2,000 to 2,500 residences and 750,000 square feet of commercial and office space; and
WHEREAS, as part of an overall effort to positively influence the planning and design of
these neighborhoods within the unincorporated areas of the County, the Town had worked
through the Contra Costa County Local Agency Formation Commission (LAFCO) to
include these development areas within the Town's Sphere of Influence and discussed
them at length in the 2005 Plan; and
WHEREAS, vimally all of the development in Planning Area 8 has occurred during the
last decade, but only a portion of the area was ultimately annexed into the Town of
Danville; and
WHEREAS, most of this development potential of the area has already been realized,
with the unincorporated planned unit development residential communities, consisting of
Shadow Creek, Bettencourt Ranch, Somerset and the Hansen Lane / Mrack Road area
contributing nearly 1,125 homes to this area, all having been planned, approved and
developed through the County; and
WHEREAS, because this area is essentially built-out and is provided basic services by
non-Town service providers, the Town has no current intent to pursue its annexation, and
WHEREAS, the 2010 Plan included an implementation strategy directing the Town to
request that LAFCO remove this unincorporated area from the Town's Sphere of
Influence; and
WHEREAS, LAFCO is currently in the final stages of a County-wide review of SOIs for
cities and districts and approval of this resolution is an appropriate manner to formally
request that LAFCO adjust Danville's Sphere of Influence; now, therefore, be it
RESOLVED, that the Danville Town Council recommends that LAFCO amend
Danville's current SOI to eliminate the unincorporated planned unit development
residential communities, consisting of Shadow Creek, Bettencourt Ranch, Somerset and
Hansen Lane / Mrack Road from Danville's Sphere of Influence; and be it further
RESOLVED, that the Danville Town Council directs staff to advise the affected
homeowner associations in writing of Danville's recommendation to LAFCO.
