HomeMy WebLinkAbout128-99RESOLUTION NO. 128-99 AUTHORIZING THE CLOSURE OF STREETS AND AUTHORIZATION FOR THE PUBLIC CONSUMPTION OF ALCOHOL FOR THE DANVILLE AREA CHAMBER OF COMMERCE ART AND HALLOWEEN FESTIVAL ON OCTOBER 30 AND 31, 1999 WHEREAS, the Art and Halloween Festival is an event sponsored by the Danville Area Chamber of Commerce; and WHEREAS, this event is supported and enjoyed by the residents of Danville and brings visitors to the downtown; and WHEREAS, the Danville Town Council previously authorized a street closure and public consumption of alcohol for the event to be held on October 23 and 24, 1999; and WHEREAS, due to a scheduling conflict, the Danville Area Chamber of Commerce is requesting that the event be rescheduled from October 23 and 24, 1999 to October 30 and 31, 1999; and WHEREAS, the Danville Area Chamber of Commerce is requesting the closure of various streets in downtown Danville for the Art and Halloween Festival (Exhibit 1); and WHEREAS, in order to ensure the safety of the participants, it is necessary to partially close a number of streets during the event; and WHEREAS, the Chamber of Commerce has requested an exemption from Danville Ordinance No. 96-10 in order to allow consumption of alcohol at this event; and WHEREAS, this event is a daytime family event with no history of alcohol-related incidents; and WHEREAS, the Art and Halloween Festival hours will be limited from 10:00 a.m. to 6:00 p.m. Saturday, October 30, 1999 and Sunday, October 31, 1999; now, therefore, be it RESOLVED that the Danville Town Council hereby authorizes the partial closure of the following streets from 2:00 a.m. Saturday, October 30, 1999 through 11:00 p.m. Sunday, October 31, 1999 for the Art and Halloween. Festival as follows: 1. Hartz Avenue between Diablo Road and Hartz Way; 2. Prospect Avenue between Front Street and the Clocktower Parking Lot; and 3. Church Street between Hartz Avenue and Railroad Avenue; and, be it further RESOLVED, the original street closure approved by the Danville Town Council for October 23 and 24, 1999 is now rescinded; and, be it further RESOLVED that the Danville Town Council hereby authorizes the consumption of alcohol at this event in accordance with the provisions of Ordinance No. 96-10, during the hours of 10:00 a.m. to 6:00 p.m. on October 30 and 31, 1999 within the approved street closures.
