HomeMy WebLinkAbout100-99RESOLUTION NOo 100-99 APPROPRIATING ADDITIONAL FUNDS AND AUTHORIZING EXECUTION OF AN AMENDED AGREEMENT FOR ENVIRONMENTAL CONSULTING SERVICES FOR THE PREPARATION OF AN ENVIRONMENTAL IMPACT REPORT ASSOCIATED WITH THE ELWORTHY WEST GENERAL PLAN AMENDMENT APPLICATION (SUNCREST HOMES) WHEREAS, the Town of Danville has received a General Plan Amendment (GPA 98-03), Preliminary Development Plan - Rezoning (PUD 98-04) and Final Development Plan - Major Subdivision (SD 8190) request by Suncrest Homes on a 458 +/- acre site; and WHEREAS, the subject site is located on the west side of Highway 680, on the hillside between Midland Way and Fountain Springs Circle and is further identified as Assessor's Parcel Numbers 208-230-020, 021,030, 031,032, 033; and WBEREAS, the Town's initial review of the proposed development identified potentially significant environmental impacts to be associated with the project; and WHEREAS, pursuant with the requirements of the Califomia Environmental Quality Act (CEQA), in order to study and disclose all potentially significant environmental impacts associated with the project, an Environmental Impact Report (EIR) must be prepared; and WHEREAS, after soliciting proposals from qualified environmental consulting firms, on January 12, 1999, the Danville Town Council approved Resolution No. 99-12 appropriating funds and approving a contract agreement between the Town of Danville and EDAW, Inc.; and WHEREAS, as a result of Public and Town Council/Planning Commission scoping sessions on the proposed scope of the EIR. In addition, the applicant has requested that the scope of the EIR be amended to evaluate the potential environmental impacts that would be associated with an alternate development proposal. The altemate development proposal is in reaction to some of the concerns raised by the Town regarding the project, and proposes to lower the elevation of development on the hillside and to increase the density of development along San Ramon Valley Boulevard; now, therefore, be it RESOLVED, that the Danville Town Council authorizes the Danville Town Manager to execute an amended agreement with EDAW, Inc. for the preparation of an EIR associated with the Elworthy West development application; and, be it further RESOLVED, that an additional $74,391 is appropriated for the cost of preparing the Environmemal Impact Report.
