INITIATING A COMPREHENSIVE DANVILLE PARKING MANAGEMENT PLAN
FOR DOWNTOWN DANVILLE
WHEREAS, in 1995, the Town Council approved amendments to the Town's Downtown
Business District Ordinance establishing a two-year moratorium on the collection of parking in
lieu fees associated with the purchase of rights to off-site parking spaces within the Town's
existing and future municipal parking lots; and
WHEREAS, in 1997, the Town Council extended the moratorium for two additional years; and
WHEREAS, the moratorium was originally approved in an attempt to stimulate economic
growth in the downtown area; and
WHEREAS, in the last two-plus years, the economic conditions in the downtown area have
significantly improved, resulting in few vacant tenant spaces and a significant surge in
development activity; and
WHEREAS, based on parking and floor area ratio (FAR) concerns related to a recently approved
new commercial development in the downtown area, the Danvi lle Planning Commission initiated
discussions about the possibility of an early end to the parking in lieu fee moratorium; and
WHEREAS, following public hearings before both the Planning Commission and the Town
Council, it was determined that it would be appropriate to allow the parking in lieu fee
moratorium to continue until May 1, 1999, as originally approved; and
WHEREAS, changes to the downtown parking situation that will occur as a result of new
development and / or as a result of changes to land use development authorized through the
update of the Town's General Plan can not be fully assessed at this time; and
WHEREAS, it is anticipated that the existing parking situation will change as a result of the new
development currently occurring and as a result of future development activity made possible by
changes to the Town's General Plan; now, therefore, be it
RESOLVED, that the Danville Town Council acknowledges that there is a growing concern that
the Town may experience parking problems in its downtown area; and, be it further
RESOLVED, that the Danville Town Council hereby directs the Town Manager to initiate a
comprehensive Parking Management Plan for downtown Danville.
