HomeMy WebLinkAbout144-98RESOLUTION NO. 144-98 APPROVING THE INSTALLATION OF STOP SIGNS ON TUSCANY WAY AT BORDEAUX COURT AND PAVEMENT UNDULATIONS ON TUSCANY WAY AND ALTA VISTA WAY WHEREAS, the streets named in this resolution are maintained by the Town of Danville; and WHEREAS, traffic and engineering studies conducted by the Town establish that additional traffic controls are needed at all approaches to the intersection of Tuscany Way and Bordeaux Court; and WHEREAS, the stop signs, as declared by this resolution, will facilitate the orderly movement of traffic in a reasonable and safe manner; and WHEREAS, Goal 11 of the Town of Danville 200 General Plan directs the Town to "Provide for safe and efficient vehicular movement on Town of Danville streets"; and WHEREAS, Goal 13 of the Town of Danville 2005 General Plan directs the Town to "Minimize the intrusion of through traffic on residential streets"; and WHEREAS, Policy 13.01 of the Town of Danville 2005 General Plan directs the Town to "Consider physical changes and traffic control devices to discourage through traffic on residential streets"; and WHEREAS, the installation of pavement undulations is allowed by applicable state law regulating roadway design features; and WHEREAS, pavement undulations will be installed consistent with guidelines approved by the Institute of Transportation Engineers and practices of other California municipalities; and WHEREAS, the following findings are made for Tuscany Way and Alta Vista Way: (1) (2) (3) (4) The street is not on a primary or routine emergency response route; Seventy-nine percent of the affected area residents have approved, by petition, the installation of pavement undulations; The streets are not Major Arterials, Major Collectors, or Neighborhood Collectors as defined by the Town of Danville General Plan Circulation Element; Enforcement efforts and motorist education have not been successful in achieving driving behavior consistent with General Plan goals and policies; (5) (6) The pavement undulations are not expected to have adverse effects on surrounding streets and neighborhoods; and Installation of these pavement undulations is exempt from CEQA per Section 15061 (a)(3) of the CEQA Guidelines. The devices will not have a significant effect on the environment; and WHEREAS, 1997/98 funds have been appropriated for installation of pavement undulations in Project C-305 of the 1996/97 to 2000/01 Five-Year Capital Improvement Program; now, therefore, be it RESOLVED, by the Danville Town Council that pursuant to Section 21354 of the California Vehicle Code, the intersection of Tuscany Way and Bordeaux Court is hereby declared a stop intersection and stop signs shall be erected at all the vehicle entrances thereto as described above; and, be it further RESOLVED, that the Danville Town Council approves the installation of pavement undulations on Tuscany Way and Alta Vista Way and directs staff to work out acceptable device locations with residents immediately adjacent to the undulations.
