APPROVING A REQUEST FOR AUTHORIZATION TO INITIATE A GENERAL
PLAN AMENDMENT STUDY FOR PACIFIC RETAIL TRUST (APPLICANTS)
AND NAVLET'S (OWNERS) INVOLVING THE 9.8+/- ACRE NAVLET'S
PROPERTY (800 CAMINO RAMON)
WHEREAS, Pacific Retail Trust, has requested initiation of a General Plan Amendment Study for the
9.8+/- acre Navlet's parcel located at the southeast comer of the intersection of Camino Ramon and
Sycamore Valley Boulevard (with a site address of 800 Camino Ramon and being further identified as
Assessors Parcel Numbers 207-021-010; -011 and -021); and
WHEREAS, the subject property is identified m the Danville 2005 General Plan for Commercial -
Specialized Commercial development; and
WHEREAS, the applicants have indicated a desire to pursue devdopment enti~ements that would allow
development of the site with multiple or single family residential uses (at the southern end of the property),
a smaller Navlet's retail nursery operation (occupying the middle portion of the property along the Camtoo
Ramon frontage) and an extended stay hotel (occupying the northern end of the property); and
WHEREAS, current zoning and General Plan land use designations for the subject property do not allow
the land uses proposed by Pacific Retail Trust; and
WHEREAS, the Town of Danville require s Town Council authorization prior to preparation of GPA
Studies; and
WHEREAS, the Town Council did consider the project proponent's request at a public heating on July
7, 1998; and
WHEREAS, the Town Council did hear and consider all reports, recommendations, and testimony
submitted in writh~g and presented at the hearing; now, therefore, be it
RESOLVED, that the Town Council of the Town of Danville concurs with the recommendation of staff
and authorizes the preparation of a General Plan Amendment Study; and, be it further
RESOLVED, that the Town Council expressed their recognition that the site is a very important
property given its size, location ("gateway" location to the Sycamore Valley) and its commercial landuse
designation; and, be it further
RESOLVED, that the Town Council expressed concerns about the preliminary site plan and building
elevations, presented as part of the request, indicating their concern / resistance to the proposed use of
a three-story design for the hotel; concern about the potential visual impacts associated with the
development of the prop erty; concern about how track access would b e provided to the site; concern
about the compatibility of any residential component developed on the site with surroundmg~ existing
residential uses; the appropriateness of mixing multiple uses on the prop eft, and the need to pre-plan for
a subsequent departure of the Navlet's retail operation (i.e., determine at the front end how the Navlet's
site would be integated into the surroundinguse(s) ff / when Navlet's ceases operation on this site); and,
be it further
RESOLVED, that the applicant is directed to submit alternative site and circulation plans, with said plans
to include plans reflecting alternative land uses, a traffic study (also coveting the various site plan
altematives); and, be it further
RESOLVED, that the Town Council directs that the submittal materials for the General Plan
Amendment Study shall address potential security, buffering and lighting issues associated with the subject
property's redevelopment; and, be it further
RESOLVED, that the applicant is directed to the architectural theme/treatment utilized for the existing
Danville Mercantile and Livery shopping center (as well as other quality projects in the downtown area)
for generalized direction on the architectural theme / treatment utilized for the subject development and
is further directed to take into consideration adopted gateway design guidelines; and, be it further
RESOLVED, that the applicant is directed to submit appropriate economic analysis, as determined
necessary and applicable, to address the impacts associated with the establishment ofretailuses on the site,
with further direction given that such economic analysis shall:
Include a review of what retail uses could b e develop ed on the site which would add to,
or complement, the existing retail base in Danville; and
Include a review of what other uses, consistent with the current general plan designation
for the site, are feasible - with a conceptual site plan for such uses being submitted which
meets the submittal requirements for a Preliminary Development Plan - Rezoning
application; and

Include analysis of the economic merits of developing one type ofhotel use on the site
over another (e.g., comparing the economic implications of developing an extended stay
hotel targeting Bishop Ranch / Hacienda Ranch-type hotel clients to a small full service
quality hotel like a two-story version of the Lafayette Park Hotel) - ifa hotel component
is included in the project submittal; and, be it further
RESOLVED, that in authorizing the above mentioned General Plan Amendment Study, the Town
Council is not indicating any predisposition to approve the requested General Plan Amendment.
