APPROVING A REQUEST FOR AUTHORIZATION TO INITIATE A GENERAL
PLAN AMENDMENTsSTUDY FOR PACIFIC RETAIL TRUST (APPLICANTS)
AND NAVLET'S INC. (OWNERS) INVOLVING THE 9.8 +/- ACRE NAVLET'S
PROPERTY
WHEREAS, Bradley N. Blake, Managing Director of Pacific Retail Trust, on behalf of Navlet's
Inc. has requested initiation of a General Plan Amendment Study for the 9.8 +/- acre Naylet's
parcel located at the southeast comer of the intersection of Camino Ramon and Sycamore Valley
Road; and
WHEREAS, current zoning and General Plan !and use designations for the subject property do
not allow the land uses proposed by Pacific Retail Trust; and
WHEREAS, the Town of Danville requires Town Council authorization prior to preparation of
GPA Studies; and
WHEREAS, the Town Council did consider the project proponent's request at a hearing on
January 20, 1998; and
WHEREAS, the Town Council did hear and consider all reports, recommendations, and
testimony submitted in writing and presented at the hearing; now, therefore, be it
RESOLVED, the Town Council of the Town of Danville concurs with the recommendation of
staff and authorizes the preparation of a General Plan Amendment Study; and be it further
RESOLVED, that the applicant is directed to submit alternative site and circulation plans, a
noise study (covering the various site plan alternatives), and a traffic study (also covering the
various site plan alternatives); and be it further
RESOLVED, that the submittal materials for the General Plan Amendment Study address
potential security, buffering and lighting issues associated with the subject properry's
redevelopment; and be it further
RESOLVED, that the applicant is directed to the architectural theme/treatment utilized for the
existing Danville Mercantile and Livery shopping center for generalized direction on the
architectural theme/treatment utilized for the subject development; and be it further
RESOLVED, that the applicant is directed to submit appropriate economic analysis, as
determined necessary and applicable, to address the impacts associated with the establishment
of retail uses on the site, with further direction given that such economic analysis shall:
(1)
Include a review of what retail uses could be developed on the site which would
add to, or compliment, the existing retail base in Danville; and
(2)
Include a review of what other uses, consistent with the current general plan
designation for the site, are feasible - with a conceptual site plan for such uses
being submitted which meets the submittal requirements for a Preliminary
Development Plan - Rezoning application.
RESOLVED, that in authorizing the above mentioned General Plan Amendment Study, the
Town Council is not indicating any predisposition to approve the requested amendment.
APPROVED by the Danville Town Council at a regular meeting held on January 20, 1998 by
the following vote:
