HomeMy WebLinkAbout160-96RESOLUTION NO. 160-96 APPROVING THE INSTALLATION OF PAVEMENT UNDUIATIONS ON (1) BROOKSIDE DRIVE BETWEEN EL CAPITAN DRIVE AND GREENBROOK DRIVE; AND (2) CAMINO AMIGO BETWEEN HARTFORD ROAD AND DEL AMIGO ROAD WHEREAS, Goal 11 of the Town of Danville GeneralPlan directs the Town to "Provide for safe and efficient vehicular movement on Town of Danville streets"; and WHEREAS, Goal 13 of the Town of Danville GeneralPlan directs the Town to "Minimize the intrusion of through traffic on residential streets"; and WHEREAS, Policy 13.01 of the Town of Danville General Plan directs the Town to "Consider physical changes and traffic control devices to discourage through traffic on residential streets"; and WHEREAS, the installation of pavement undulations is allowed by applicable State law regulating roadway design features; and WHEREAS, pavement undulations will be installed consistent with guidelines approved by the Institute of Transportation Engineers and practices of other California municipalities; and WHEREAS, the following findings are made for the portions of (a) Brookside Drive between El Capitan Drive and Greenbrook Drive; and (b) Camino Amigo between Hartford Road and Del Amigo Road: O) (2) (3) (4) (5) (6) The streets are not primary or routine emergency response routes. Affected area residents have approved, by petition, the installation of pavement undulations as follows: (a) Brookside Drive: 89 percent of affected residents (b) Camino Amigo: 80 percent of affected residents. The streets are not Major Arterials, Major Collectors, Neighborhood Collectors, or Local Streets as defined by the Town of Danville General Plan Circulation Element. Enforcement efforts and motorist education have not been successful in achieving driving behavior consistent with General Plan goals and policies. The pavement undulations are not expected to have adverse effects on surrounding streets and neighborhoods. Installation of these pavement undulations is exempt from CEQA per Section 15061(a) (3) of the CEQA Guidelines. The devices will not have a significant effect on the environment. WHEREAS, 1996/97 funds have been appropriated for installation of pavement undulations in Project C-305 of the 1996/97 to 2000/01 Five-Year Capital Improvement Program; now, therefore be it RESOLVED that the Danville Town Council approves the installation of pavement undulations on (1) Brookside Drive between El Capitan Drive and Greenbrook Drive; and (2) Camino Amigo between Hartford Road and Del Amigo Road. Staff is directed to work out acceptable device locations with residents immediately adjacent to the undulations.
