HomeMy WebLinkAbout123-95RESOLUTION NO. 123- 95 ADOPTING THE TRI-VAI.I.EY TRANSPORTATION PLAN/ACTION PLAN FOR ROUTES OF REGIONAL SIGNIFICANCE WHEREAS, the Measure C (1988) Growth Management Program requires each participating jurisdiction adopt and apply traffic service standards for streets, roads and Regional Routes; and WHEREAS, the Town designated Routes of Regional Significance within Danville in 1991; and WHEREAS, the Town has actively participated in the cooperative, multijurisdictional planning efforts undertaken by the Southwest Area Transportation Committee and the Tri- Valley Transportation Council; and WHEREAS, the solution of providing reasonable transportation services in the Tri-Valley will require the combined efforts of all of its member jurisdictions and other transportation agencies; and WHEREAS, the seven Tri-Valley jurisdictions in 1991 formed the Tri-Valley Transportation Council with the charge of preparing the Tri-Valley Transportation Plan; and WHEREAS, these jurisdictions working diligently have developed a Tri-Valley Transportation Traffic Model and subsequently produced the Tri-Valley Transportation Plan/Action Plan for Routes of Regional Significance ("Plan'); and WHEREAS, there were opportunities throughout the development of the Plan for public input, the Draft Plan was circulated and there was opportunity for public testimony at all Tri-Valley Transportation Council meetings and; WHEREAS, each jurisdiction has previously reviewed and commented upon the Circulation Draft and the Plan for Adoption; and WHEREAS, a follow-up study will be conducted to provide the basis for consensus on actions necessary to achieve Level of Service D at all study intersections within the Trio Valley; and WHEREAS, the successful implementation of the Plan is partially contingent upon the adequate funding of transportation facilities which may require a Regional Traffic Development Fee; now, therefore, be it RESOLVED that the Town Council of the Town of Danville has determined and orders as follows: o The Tri-Valley Transportation Plan/Action Plan for Routes of Regional Significance is recommended for adoption subject to inclusion of the modifications shown on Attachment B; . The Tri-Valley Transportation Plan/Action Plan for Routes of Regional Significance shall be used as a guide when adopting or amending elements to the Town's General Plan and specific plans, zoning ordinances or capital improvement prograrns; . The Town shall commit to work with other Contra Costa jurisdictions in the Tri-Valley region to adopt multi-jurisdictional cooperative planning agreements, conmlencing with the general plan amendment application and finalized prior to a jurisdiction's approval of a general plan amendment, which identify actions and responsibilities required of each jurisdiction to ensure that any projected violation of Traffic Service Objectives will not occur; . The Town shall consider entering into similar multi-jurisdictional cooperative planning agreements with Alameda County jurisdictions in the Tri-Valley area; . Following completion of the Combined Study, the Town shall adopt actions required to achieve compliance with Traffic Service Objectives; , $15,000 is appropriated from the Local Street Maintenance and Improvement Fund sub-account of the Capital Improvement Fund to pay the Town's fair share of a "Combined Study: Transportation Model Upgrade, Transportation Service Objectives Management Study and Transportation Development Fee Study."
