HomeMy WebLinkAbout092-95 RESOLUTION NO. 92 - 95 DIRECTING THE MAYOR OF THE TOWN OF DANVH.LE TO CERTIFY THE 1994/95 ANNUAL COMPLIANCE CHECKLIST WHEREAS, Measure C requires that the Contra Costa Transportation Authority annually review local jurisdiction compliance with the countywide Growth Management Program; and WHEREAS, the Town has adopted traffic level of service standards, has required traffic impact studies, and has participated in the development of Action Plans; and WHEREAS, all reporting intersections within the Town of Danville meet the Level of Service Standards defined in the Growth Management Element based on measurement of actual conditions; and WHE~_.AS, the Town has prepared a seven-year Capital Improvement Program; and WHEREAS, the Town of Danville is in compliance with adopted performance standards for all urban services provided by the Town; and WHEREAS, the Town has participated in cooperative, multi-jurisdictional planning; and WHEREAS, the Town has adopted a Transportation Demand Management (TDM) Ordinance and a Growth Management Element; and WHEREAS, the Town has developed an implementation program that creates housing opportunities for all income levels; and WHEREAS, the Town has adopted a development mitigation program which ensures that development pays its fair share of the costs associated with that development; and WHE~_AS, the Town has met the maintenance of effort requirements of Measure C; and WHEREAS, the Town has posted signs in accordance with specifications by CCTA for all projects funded fully or partially by Measure C revenues; and WHEREAS, the Town has satisfied all requirements necessary to be found in compliance with the Growth Management Program; now, therefore, be it RESOLVED that the Town Council of the Town of Danville authorizes the Mayor to certify the 1994/95 Annual Compliance Checklist, indicating the Town's compliance with the Measure C Growth Management Program. Year 1. GROWTH MANAGEMF. NT ELEMENT Measure C requires that each jurisdiction adopt a Growth Management Element of its Ge_neral Plan that includes traffic Level of Service (LOS) standards and performance standards for fire, police, parks, sanitary facilities, water and flood control. Exphumtion Not Attached Applicable [2] 2, 2~a. TRAFFIC LEVEL OF SERVICE STANDARDS Measure C requires each jurisdiction to adopt traffic Level of Service (LOS) standards keyed to types of land use. Each jurisdiction must comply with the adopted standards in order to be judged in compliance with the Growth Management Program. The Measure provides for the CCTA, jointly with local jurisdictions, to establish mitigation measures or determine that intersections exceeding applicable standards be subject to a Finding of Special Circumstances. The Measure also states that intersections exceeding standards that will be brought into compliance in the most current five-year capital improvement program shall be considered to be in compliance, and that the CCTA, jointly with affected local jurisdictions, shall determine and periodically review the application of standards on Routes of Regional Significance. All questions in this section assume that procedures and analysis implemented by the jurisdiction are in substantial conformity with procedures described in the Implementation Guide: Traffic Level of Service Standards and Programs for Routes of Regional Significance.
