HomeMy WebLinkAbout083-95 RESOLUTION NO. 83-95 A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF DANVILLE ADOPTING THE 1995-96 FINANCIAL PLAN AND SETTING THE 1995-96 APPROPRIATION LIMIT WHEREAS, on June 7, 1994, the Town Council considered and approved the 1994-96 Financial Plan for the Town; and WHEREAS, a proposed Financial Plan update for the second fiscal year of the Financial Plan beginning July 1, 1995 and ending June 30, 1996 was submitted to the Town Council on April 28, 1995; and WHEREAS, the Town Council held three public study sessions on May 5, May 11 and May 16, 1995 and one public hearing on June 6, 1995 to discuss the proposed Financial Plan; and WHEREAS, the Town Council reviewed and made various revisions to the proposed Financial Plan; and WHEREAS, the Town Council is required to adopt an appropriation limit for proceeds of taxes; and WHEREAS, this limit fixes the amount of general tax revenue that can be appropriated in a given fiscal year; and WHEREAS, any excess revenue must be returned to the taxpayers; and WHEREAS, pursuant to Proposition 111 passed by the voters in June 1990, the Town has selected the growth in the non-residential assessed valuation due to new construction within the city and the change in Town population as the adjustment factors for 1995-96; and WHEREAS, it is in the interest of the Town as an employer to provide wages and supplemental benefits which are competitive and meet the health and welfare needs of its employees; and WHEREAS, it is recognized that economic conditions compel the Town to contain increases in employee benefit costs; and ATTACHMENT A Page 1 of Resolution 83-95 WHEREAS, the Town Manager has submitted recommendations to provide a merit based increase of 4.5% to Town employees, as derailed in Exhibit A of this resolution; and WHEREAS, the Town Manager has recommended that positions be renamed/added, also derailed in Exhibit A of this resolution; now therefore, be it RESOLVED, that the Town Council of the Town of Danville does hereby adopt the proposed 1995-96 Financial Plan; and be it further RESOLVED, that the Town Council of the Town of Danville does hereby set the fiscal year 1995-96 appropriation limit at $10,790,710; and be it further RESOLVED, that the Town Council of the Town of Danville does hereby adopt the Compensation Plan for Town Employees for fiscal year 1995-96 as derailed in Exhibit A.
