SUPPORTING CENTRAL CONTRA COSTA SOLID WASTE AUTHORITY'S
PROPOSAL FOR A PERMANENT HOUSEHOLD HAZARDOUS WASTE
COLLECTION FACILITY
WHEREAS, the Town of Danville is required under the California Integrated Waste
Management Act (AB 939) to implement a plan to reduce or eliminate improper disposal of
household hazardous waste (HHW); and
WHEREAS, the Clean Water Act requires the Town of Danville to protect the quality of
water discharged into the bay from storm drains by developing and implementing a HHW
pollution prevention program; and
WHEREAS, Central Contra Costa Sanitary District (District), a member agency of the
Central Contra Costa Solid Waste Authority (Authority) also has an interest in preventing
pollution due to improper disposal of HHW. As a solid waste franchiser, the District is
required under AB 939 to implement a plan to reduce or eliminate improper disposal of
HHW. Also, preventing HHW from entering the District's sewerage system plays an
important role in protecting the safety of its workers, the integrity of its infrastructure, as well
as the federally regulated quality of effluent it discharges into the bay; and
WHEREAS, to immediately address the applicable regulatory requirements, Contra Costa
County Department of Health Services implemented a countywide mobile HHW collection
program in 1993 which was relatively easy to permit but is limited in scope, with the
understanding that participating cities would evaluate the program's effectiveness in terms of
cost and ability to solve the environmental problem; and
WHEREAS, after 1~ years of monitoring the program budget and operation through the
HHW Oversight Committee, Central Contra Costa city staffs evaluated the effectiveness of
the County's mobile HHW collection program and, based on the results of the evaluation,
requested that the Authority (which was established to save costs through regional program
administration) provide a permanent, more cost-effective, HHW facility open on a regular
basis, as an alternative to mobile HHW collection; and
WHEREAS, in response to its state and federal requirements as well as requests from Central
County cities, the Authority has directed its staff to seek central county cities' formal
endorsement of the Authority's intent to commence development of a permanent HHW drop-
off facility that would serve all Central County residents and small businesses; and
WHEREAS, the Authority and the District believe that funding the permanent HHW drop-
off facility through the Digtriet'g gewer gemlee charge would be an efficient and convenient
funding mechanism because it reaches all Central County residents, and direct Town funding
through solid waste, storm water, and other fees would not be required.
RESOLVED, that the Town of Danville is formally requesting that the Central Contra Costa
Solid Waste Authority establish a permanent HHW drop-off facility with a mobile collection
component at a cost not to exceed $4.00 per year per service customer, and the Town supports
the Authority moving forward with the program it has developed.
